The Information Management and Technology Department (IMTD) is a strategic enabler of
UNRWA’s programmes in Jordan, Lebanon, Syria, West Bank and Gaza. With over 35,000 staff
members serving over 5 million Palestine refugees, the Agency’s programmes deliver direct
services to the refugees in the areas of education, health, relief and social service, infrastructure
and camp improvement, and microfinance services. IMD is always at the forefront when it comes

Information Management and Technology
The main responsibilities include:
 Analyzing user requirements and needs; developing and proposing technical solutions to
implement requirements and changes within systems constraints; preparing functional and
technical solution documents; drawing new/changed workflows and processes; preparing,
coordinating and obtaining user approval/s for system implementation, rollout and training
plans;
 Managing the planning and implementation of information systems projects; developing
project plans and budgets; tracking and monitoring project progress against plans, budgets,
scope and quality standards; liaising with users during all phases of project development and
implementation;
 Providing supervision and professional guidance to assigned project team; facilitating
communications between Information Management Department and its major stakeholders;
 Organizing and performing unit and integrated testing for new systems and changes to
existing systems; overseeing the development and implementation of test cases; assisting
users in conducting acceptance testing; developing training materials and operating
guidelines for new systems; writing reports and papering on project/system status and issues;
 Preparing ‘Request for Information’, ‘Request for Proposal’ and contract documents for the
development and implementation of new systems; negotiating with vendors/ contractors
changes to existing systems including work scope, effort estimate, time schedule and costs;
contracting vendors/contractors upon Agency’s approval; managing the performance of
contractors on assigned projects.
To qualify for this position, you will need:
Education An advanced university degree (Master’s or equivalent) from an accredited
educational institution in computer science or in business administration with
emphasis on computer-related studies and/or information technology; a firstlevel university degree in combination with three additional years of qualifying
experience may be accepted in lieu of an advanced university degree;
Formal training in project management techniques;
Work
experience
Seven years of progressively relevant experience in business analysis,
applications development and implementation including at least three years at
a senior level managing large application development projects;
Knowledge/experience in the automation of one or more of the following areas:
population registration, relief services, education, health, microfinance and
ERP systems;
Thorough knowledge and proven hands-on experience in web projects
involving multi-tier application development, object-oriented design and
programming and utilizing .Net tools over major Relational Database
Management System (RDBMS), preferably MS SQL;
Experience in the use of a standard Software Development Life Cycle (SDLC)
methodology, project management tools and techniques in addition to using
standard productivity tools such as Microsoft Office and Microsoft Project;
Language(s) Excellent command of written and spoken English.
Desirable qualifications
 Business Analysis Certification;
 Project Management Certification.
You will also need to demonstrate the following competencies:

 Commitment to continuous learning, willingness to keep abreast of new developments in the
field of information technology;

recommendations to non-technical staff at senior levels, both orally and in writing, in a clear
and concise style;
 Problem solving skills;
 Ability to independently plan and prioritize own work, work well under tight deadlines and
handle multiple concurrent projects/activities;
 Strong analytical skills.
Conditions of service
Monthly basic salary JD 1156.60 plus special occupation allowance of 69.90% of the basic
salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by
the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance
(if applicable).

The incumbent may be required to travel in the Agency’s area of operations.
