WASH and Shelter Officer ISHA


PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps sees greater potential for impact in the response to the conflict in Syria if the strengths and contributions of both the international community and Syrian civil society groups are effectively leveraged.  Mercy Corps’ Investing in Syrian Humanitarian Action (ISHA) Project (funded primarily by OFDA with limited contribution by Dfid) is designed to advice, support, and coach targeted Syrian civil society organizations to better and more efficiently serve conflict-affected communities. The project takes a demand-driven approach to capacity development, and utilizes creative methodologies for remote engagement, including both on- and off-line e-learning and broadening access to Arabic language resources for the wider Syrian humanitarian community.  This partner-centered project takes a learning-by-doing approach to providing direct financial and capacity development support to selected partners delivering humanitarian assistance in the WASH, Shelter, Distribution (NFI/voucher), Protection, and Livelihoods sectors in Syria. ISHA sits within the Syria country program as its own stand-alone project, encompassing 100% of its own team for finance, operations, M&E, program functions.

GENERAL POSITION SUMMARY:

Under the supervision of the Partnership WASH/shelter Coordinator and in close collaboration with the Partnership Operations Coordinator, the Partnership WASH/shelter officer will play a key role within the program team. S/he will provide remote support and technical assistance to Syrian-led partner organizations providing humanitarian assistance to conflict-affected communities in Syria.  Upon approval from our donor, these partners will implement humanitarian WASH projects that include hygiene promotion, rehabilitation of water stations, water trucking, sewage network rehabilitation, de-sludging and waste management activities, and/or Shelter projects that include S&S non-food items distribution and shelter rehabilitation

The position holder will work closely with partners to ensure smooth, efficient and effective implementation of their WASH projects in three ways: 

 

  1. Technical input/ oversight during design and implementation to ensure high standards of program quality and soundness of technical approaches.
  2. Support Partnership WASH/shelter Coordinator during project cycle management to ensure that partners’ projects are on track, on time, and on budget
  3. Delivery of high quality, tailored and targeted technical support to partners implementing WASH/Shelter projects

 

In addition to possessing relevant WASH technical skills, the successful candidate will enjoy mentoring and coaching, employ a learning-by-doing approach throughout the sub-grant lifecycle, and be able to problem-solve creatively, communicate effectively, and provide feedback constructively. 

 

Technical Input/ Oversight

  1. Validate relevance of partners’ identification of WASH infrastructure and/or shelter repairs needs and works in target communities.
  2. Support partners to develop and finalize relevant technical documentation required for successful delivery of WASH/shelter projects, including SOW, technical designs, BoQs, etc.
  3. Review and approve partner’s technical documentation during design and implementation, ensuring the technical soundness of their approaches.
  4. In collaboration with the Partnership Operations Coordinator assist partners to conduct appropriate and compliant tender processes; serve as a member of partners’ tender committees as an ISHA representative when relevant or as requested.
  5. Support partners’ contracting processes, including proper review of work and approval of completion, and invoices submitted by contractors.
  6. Ensure partners are able to carry out adequate site supervision, monitoring of contractors’ work, and technical review/ monitoring of contractor’s deliverables. Ensure partners know what to look for when on-site and take proactive steps to avoid common mistakes and mitigate risks.
  7. Provide any technical support needed for partners working in other sectors under ISHA such as market system strengthening, relevant protection sector activities, etc.
  8. Where requested by the donor, produce or update any required drawings on AutoCAD
  9. Ensure partners’ compliance with donor regulations, WASH/shelter cluster and working groups priorities, guidelines and approaches, and international standards (such as SPHERE)

 

Project Cycle Management

  1. In coordination with ISHA’s Partnership WASH/shelter  Coordinator, serve as the technical counterpart to WASH/shelter partners and throughout the sub-grant lifecycle.
  2. Support WASH partners to implement technically sound projects in accordance with their M & E plans, work plans, and approved project description.
  3. Support the review of technical parts and supporting documents in partners’ monthly narrative reports to ensure implementation is on track, and collaborate closely with Partnership Finance Coordinators and M & E teams to track alignment of partners’ activities with expenditures.
  4. Support any follow up with partners on any issues that emerge from the reports, and work with them in coordination with partnership WASH/shelter Coordinator to realign or revise project strategies and plans as necessary.
  5. Assist with maintenance of sub-grant project files for each partner, and track submission of narrative reports, and other deliverables.
  6. Maintain a soft and hard filing system in accordance with Mercy Corps Policies and Procedures
  7. In coordination with the M&E team, design monitoring tools and approaches and support implementation of M&E for WASH/shelter projects

 

Capacity Strengthening

  1. Collaborate closely with other project staff to ensure capacity strengthening support to all WASH/shelter partners is tailored, targeted and responsive to their organizational needs and priorities.
  2. Use coaching and mentoring techniques to provide on-going technical assistance to WASH partners throughout sub-grant lifecycle and in line with agreed-upon capacity strengthening plans.
  3. Deliver relevant modules and training over skype or other on-line tools for partner teams inside Syria.
  4. Support the development and improvement of capacity strengthening training materials and tools.

 

Coordination and Communication

  1. Participate in WASH/shelter sector working groups, cluster meetings, and/ or other coordination fora related to the Project.
  2. Contribute to donor reports, updates to HQ or the region, or the compilation of other requests for information as necessary.
  3. Coordinate and collaborate with Mercy Corps’ WASH staff on other teams and operating in different areas of Syria
  4. Other duties as assigned.

 

Organizational Learning:  As part of Mercy Corps’ commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve - we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves. Take initiative to find required trainings/on-line learning needed to improve his/her professional performance.

ACCOUNTABILITY

REPORTS DIRECTLY TO:            Partnership WASH/shelter Coordinator

WORKS DIRECTLY WITH:           All of the ISHA team, Mercy Corps’ Technical Advisor for WASH & Shelter, WASH & Shelter focal points other Mercy Corps Syria teams, and Operations staff in other Mercy Corps departments

KNOWLEDGE AND EXPERIENCE: 

  • University degree from a recognized university in Engineering (Civil, Mechanical, or Architectural Engineering).At least 3 years’ experience implementing medium scale WASH and/or Shelter constructions, ideally in a humanitarian context. Should be proficient in use of submersible pumps, generators, electrical control panels, chlorine dosing pumps as well as civil works such as generator room, shelters construction, pipe laying/connections/pressure testing
  • At least 2 years of experience working in a non-governmental organization (NGO) focused on humanitarian assistance, relief or development work; note that less NGO experience can be considered in cases where there is strong experience elsewhere, such as private sector, local government, etc.
  • Direct implementation experience, including delivery of services, monitoring and evaluation, and donor reporting
  • Commitment to local capacity building and demonstrable past experience engaging and working with local civil society organizations or community groups preferable
  • Knowledge of humanitarian standards in the WASH/shelter sector, including SPHERE, is required
  • Familiarity with the MS Office software (i.e., Word, Excel, and PowerPoint) is required
  • Excellent oral and written English skills, as well as Arabic
  • Demonstrated capacity to collaborate closely with a broad range of stakeholders in different geographic locations; experience with remote management or monitoring is a plus
  • Demonstrated knowledge of the Syrian conflict context and understands project needs is a plus
  • Basic understanding of structures and processes of NGOs - including sub-grant mechanisms- required; familiarity with US government donor rules is preferred

SUCCESS FACTORS:

In addition to a strong technical background in humanitarian WASH/shelter, the ability to multi-task, build consensus, negotiate, and effectively communicate key information in support of changing program activities is necessary.  A willingness to creatively solve problems, juggle multiple priorities under tight deadlines, and to calmly and diplomatically deal with unexpected and sudden events impacting program operations is also essential.  Most importantly, the successful candidate is committed to mentoring and supporting- rather than monitoring and supervising- local partners. The WASH/shelter Officer should be willing to travel to other Mercy Corps offices in the region (, Beirut, Erbil) as necessary.
