UN Relief and Works Agency for Palestine Refugees in the Near East is seeking to :

Senior External Relations & Projects Officer (Arab Countries), P-4, HQ Amman (Temporary Job Opening)

Org. Setting and Reporting

The incumbent participates in developing and maintaining effective relations with Arab donor governments
and other funding organizations and monitoring the implementation of an Agency-wide portfolio of projects
funded by these donor countries and institutions.
Responsibilities
•Participates in the establishment and elaboration of external relations and fundraising strategies both public
and private; participates in the development and implementation of resource mobilization and advocacy
policy; manages relationships with key Arab donors; provides a consistently high level of responsiveness and
service to key donors; actively pursues innovative avenues of cooperation for funding opportunities by public
and private donors in the Middle East and Gulf region; provides counsel to the Director of Arab and Regional
Partners, Director of External Relations and senior management;
•Negotiates bilateral agreements and Memoranda of Understanding (MOUs) with donors on behalf of the
Agency; negotiates and drafts project proposals in coordination with field offices; analyzes, reviews and edits
project proposals and progress reports; drafts correspondence for the purpose of fund-raising and advocacy;
produces briefing materials and talking points for senior management including the Commissioner-General,
Deputy Commissioner-General, Directors and the Representative Offices in New York, EU and Geneva,
Washington and other Senior Officials;
•Promotes and implements the Agency’s Resource Mobilization Strategy with results-oriented concrete actions;
organizes and participates in senior level missions to donor capitals; participates in major meetings and
conferences including the hosts and donors meeting and policy-level bilateral discussions with senior
government civil servants or at the political level; organizes and participates in donor field trips in the five fields
of operations including high level delegations from capitals;
•Contributes to the development and strategic use of outreach materials and media for the purpose of
increased public awareness and fundraising; drafts donor brochures in conjunction with official visits to capitals;
oversees the preparation of visibility plans;
•Makes significant contributions to various fundraising documents including appeals and Department’s reports
and policy documents;
•Ensures proactive coordination with concerned Departments, Field Offices and Representative Offices on
contributions, donor–funded projects and external relations activities and ensures timely follow-up.

•Proven ability in the design and preparation of proposals and reports;
•Strong communication skills, ability to handle details and present a persuasive case;
•Ability to develop clear goals, independently plan and prioritize own work, work well under tight deadlines
and handle multiple concurrent activities;
•Positive attitude and strong analytical, interpersonal, communication and coordination skills;
•Ability to find creative solutions to problems and negotiate with and influence others;
•Excellent computer skills.

An advanced university degree (Master’s or Doctorate degree, or equivalent) in [specify fields] or related fields
is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two
additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
At least 8 years of progressively responsible and relevant experience in a national/international organization or
development agency.
Proven track record in fundraising within the Middle East.
A minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country
(s) of which the candidate is a national or holds citizenship, a passport or a national identity number. 

Languages
Excellent command of written and spoken English and Arabic.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by
competency-based interview.

This Temporary Job Opening is for 3 months, with the possibility of further extension based on need, funding and
performance.
NB: If a current UNRWA staff member already employed with the Agency on Area staff contract is found
suitable and consequently selected for the post they would be required to choose one of the following
options:
a.transfer to an International staff contract. Return to an Area staff contract at the end of the assignment
would not be possible; or
b.undertake the temporary appointment in the form of an Acting assignment with applicable allowances, and
return to their Area staff contract at the conclusion of the assignment.
Note: As this is a temporary vacancy, a truncated selection process will be followed. As such, candidates
recommended for appointment are not eligible for the roster for fixed-term positions.
