1-  Procurement Assistant

Core Functions / Responsibilities:

  • Verify that local procurement procedures are in place and followed in accordance with the IOM’s procurement policy and other related regulations and procedures.
  • Provide support, advice and assistance in procurement of goods/services for the Mission. Provision on the best option in local and international markets and optimize purchasing power.
  • Undertake the day-to-day operation of the following services:
  • Receive Purchase Request Form (PRF) and ensure that all necessary information concerning specifications, justifications, WBS and expected delivery dates are correct.
  • Identify potential vendor and issues Request for Quotations (RFQ).
  • Analyse, evaluate and compare the quotations on Bid Analyses Sheet (BAS); and recommend to the relevant requester. Award orders to the selected vendors who are able to meet the specification at their best offer.
  • Prepare Purchase Order (PO) inclusive necessary information on asset codes, specifications, quantity, prices, delivery dates, payments and vendor contact details.
  • Receive and inspect goods/services according to PO specifications and that all goods are in good condition.
  • Onward delivery to final destination.
  • Ensure all related supporting document for internal and cross border transhipment are fully obtained.
  • Prepare payment request and follow up with finance.
  • Obtain approvals as required by the matrix.
  • Properly record and indicate the above process in PRISM as required.
  • Make copies of procurement and logistics documents.
  • Follow up purchase orders status and keep requester informed of estimated time of delivery or any changes that may affect or modify the pre-determined delivery condition.
  • Ensure appropriate monthly closure of open POs and PRs, and unaquired assets through PRISM.
  • Assist in drafting service agreement according to IOM standard templates and liaise with LEG Department in getting checklist or approval code.
  • Maintain the filing system of Procurement & Logistic documents and update the tracking system accordingly.
  • Perform other related duties as may be required

Education and Experience

University degree in Purchasing and Supplies Management; or a combination of relevant training and practical experience with minimum three years of working experience in managing procurement/logistics activities; or High school degree with minimum Five years of progressively responsible professional work experience in managing procurement/logistics activities.

  • Analytical, communication, interpersonal and advocacy skills,

2-  Finance Assistant, Reviewing

Core Functions / Responsibilities:

  • Asist in ensuring that IOM financial regulations are correctly applied on all financial transactions and that the mission’s financial transactions are entered into the IOM accounting system PRISM in an accurate and timely manner;
  • Provide financial and administrative support to IOM Jordan and performs the procedures of monthly closures including vendor and GL clearing and reconciliation
  • Maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments and other data for day-to-day transactions for IOM Jordan; conduct preliminary analysis of the information and highlight areas of concern for the attention of the RMO/SRMO
  • Ensure proper and systematic filing of all validated vouchers and other accounting documents according to established standards;
  • Assist in the preparation of financial reports for the Mission’s projects according to donor requirements, in coordination with involved field missions if applicable and ensuring proper reconciliation of financial report to PRISM.
  • Prepare invoices and/or payment requests for timely payment when required;

  • Verify invoices and documents submitted by suppliers and service providers; ensuring appropriate supporting documentation as per mission guidelines is available, and obtain appropriate approvals according to matrix, Ensures all supporting documentation and signatures are obtained before finalizing vouchers; 
  • Assist in preparing financial supporting documentation to donors, auditors and other internal departments upon request;
  • Assist in formulating replies to queries concerning accounting and project reports; including assisting with Checklist replies, and Project Balance Reviews
  • Create and maintain Project Structures in Prism, preparing BNPs and coordinating relevant releases and uploads with MAC, ensuring proper internal and interdepartmental coordination of information. 
  • Provide guidance and training to new/junior staff.
  • In coordination with RMO and Senior Finance Assistant, review and checking Travel Expenses claim in accordance with travel instruction and ensure the complete supporting document attached in the claim
  • Ensures that the coding of all accounting to Prism is accurate, and that documentation is prepared according to the Organization practices and rules;
  • Assist with the preparation of month end accounting returns, and supporting documents, for the review and certification by RMO, SRMO & COM; insure the timely transmission of returns MAS & RO Cairo.
  • Ensures that the bank reconciliation of the assigned bank accounts are accurately and timely accomplished;
  • Ensures files of all financial instructions/guidelines issued are maintained and appropriate internal controls are in place;
  • Perform other related administrative and accounting duties as may be required.

Required Qualifications and Experience

Education & Experience

University degree, preferably in Accounting or Business Administration with a professional certification as chartered accountant or certified public accountant with minimum three years of finance/accounting working experience or High school degree with a minimum five years of finance/accounting working experience. 

Skills

  • Good knowledge of, and experience in Finance, Accounting and administration.
  • Have relevant training and field experience, specifically in IOM accounting systems.
  • Knowledge of IOM accounting systems (SAP), software and procedures a distinct advantage. e) Ability to prepare clear and concise reports and to analyse and interpret source information and data
  • High level of computer literacy is required, particularly in IOM computerized accounting systems.
  • Good knowledge of MS office, specifically in EXCEL.
  • Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking. 
  • Ability to lead, coach and work effectively and harmoniously with colleagues from varied cultures and professional backgrounds

Advantageous:   

  • IOM functional competencies required: effective communicator, successful negotiator, creative analytical thinker, active learner, strong team player and cross-cultural facilitator.
  •  Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email.
  • Excellent command of spoken and written English

Languages
