Senior M&E and Reporting Officer

Organization Background:

Overall purpose of the role: 

The Senior M&E and Reporting Officer position is a leadership role within the iMMAP MENA Regional Office responsible for tracking project or program quality and evaluating the impact of iMMAP MENA’s support to partners. In addition, the M&E and Reporting Officer is responsible for the timely drafting, development and submission of all programmatic narrative reports, including providing quality assurance and quality control with data verification and fact-checking, editing and consolidation before distribution to stakeholders.

The incumbent is expected to develop monitoring and evaluation tools and procedures, ensuring project deliverables are tracked and reported in a timely manner. This is a position that will work closely with technical specialists in Information Management and other thematic experts. In this regard, he/she will manage relationships with project staff in preparing and developing high-quality tools for monitoring and reporting. 

Main duties and responsibilities:

  • In close collaboration with the  Communications Coordinator, draft an M&E strategy for the regional office
  • Define and carry out a systematic and effective way of monitoring projects to ensure data is of high quality and reports are disseminated on time. This includes tracking indicators versus targets in accordance with donor requirements;
  • Establish a learning cycle to help identify risks, challenges and capture lessons to improve project/program design and implementation;
  • Develop and maintain M&E and reporting tools, templates and procedures;
  • Ensure that data collection tools are used correctly, and where appropriate, strengthen staff capacity in their use;
  • Produce portfolio/programme M&E reports on a quarterly basis;
  • Facilitate and serve as project liaison for externally-managed evaluations of projects;
  • In collaboration with project managers/leads, develop project results frameworks (input, output, outcome and impact), if and when needed;
  • Provide advisory support to the M&E needs of each project ensuring logical frameworks are relevant, measurable and achievable;
  • Provide assistance to business development initiatives such as developing M&E frameworks for proposals
  • Carry out satisfaction surveys to key project stakeholders following the completion of stage plans when necessary or the project as a whole;
  • Liaise with Functional Unit Leads to ensure data reflects the works carried out by each unit using M&E tools and assessments, including ensuring MENA functional unit dashboards are updated;
  • Monitor and ensure MENA dashboards are updated on a regular basis;
  • Advise and assist capacity building pre and post evaluations and other activities, including collecting, analyzing and reporting on capacity building data;

Reporting

  • Provide support to donor reporting activities across the iMMAP Syria operation, including preparing the final reports to be shared with HQ offices and donors
  • Prepare monthly Situational Reports (SitReps), Quarterly, Annual Results Report and Final Reports of the Syria Information Management Resource Centre project (IMRC)
  • Provide quality assurance to Yemen and Jordan programmatic reporting ensuring compliance to contractual reporting obligations
  • Maintain an appropriate filing system of reports, including file naming best practices
  • Keep track of the lessons learned and challenges of iMMAP projects
  • Update and maintain the MENA Reporting Calendar and Reporting Tracker Tool
  • Deliver training/coaching sessions on reporting best practices to iMMAP MENA staff

Communications

  • Draft reports based on M&E findings when needed in support of donor engagements and business development including proposals
  • Share reports, testimonials and other information for iMMAP visibility materials including fact sheets, brochures, success stories and capability snapshots

Other

  • As part of the iMMAP commitment to organizational learning, and in support of the understanding that learning organizations are more effective, efficient and relevant to the communities they serve, it is expected that the M&E / Reporting Officer will commit 5% of their time to learning activities that benefit iMMAP as well as individual professional development.
  • Perform other duties as required.

Qualifications

Experience: 

  • Minimum of five (5) years of professional experience in an M&E position
  • Experience developing and implementing M&E strategies
  • Coordination with multiple project managers/leads including senior management
  • Monitoring, Evaluation, Accountability and Learning (MEAL)
  • Experience in preparing project reports for diverse audiences including donors, MENA Senior Staff and HQ management and other key project stakeholders
  • Experience in USAID OFDA/FFP Projects, Bureau of Population, Refugees, and Migration (BPRM), and ECHO M&E Frameworks

Skills:

  • Strong organizational, writing and analytical skills
  • Results oriented with outstanding coordination and interpersonal skills
  • Computer skills including Microsoft Word and Excel and Power BI
  • Strong written and spoken English and Arabic
  • Ability to work independently with minimum supervision
  • Strong analytical skills with the ability to interpret complex data and information, including trends, issues and risks
  • Ability to self-manage performance and development positively
  • Ability to plan, prioritise and perform tasks under pressure

Education: 

  • Bachelor’s Degree in Business Administration, Social Sciences, Economics, Management Information System, or equivalent field.

Languages: 

  • English (fluent)
  • Arabic (fluent)
