1- Health Information Management Officer

CONTEXTUAL BACKGROUND The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair. IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination. Job Overview/Summary The Health Information Management (HIM) Officer will be responsible for maintaining the data and information management systems and act as the data focal point for the health programme, as implemented directly or with partners. The HIM Officer will coordinate data and information management between the programme and also between the implementing partners, and the Information Management Team at the MEAL Unit/SMART Team. Major Responsibilities Generic Responsibilities (80%) * Ensure that all program data collected include the minimum of information that is required for follow-up and conduction of the Post-Distribution/Delivery Monitoring (PDM) Assessments. E.g. beneficiary numbers * Support the formulation of the M&E Matrix and plans to address indicator reporting requirements * Support the program and partner staff with use of the new technology systems and tools. * Provide training and support field enumerators and partners on data capture, analysis and use * Support data capture processes to ensure they are implementation according to plans and agreed standards * Work closely with the IM and T4P Manager and the sector IM Officers on conducting regular data reviews * Provide analysis of information and data to address reporting requirements * Assist in regular reporting for donors and internal reports as required * Support the draft of mobile/digital data collection surveys for the field teams and coordinate with MEAL/SMART team. * Maintain the program specific portion of data capture, analysis, and warehousing platforms so they are well organized and accessible * Systematically review datasets for deficiencies or errors based on data quality SOPs and on correcting any incompatibilities where possible * Develop and support in managing the IRC’s information management systems, platforms and databases for the program Capacity Building (10%) * Build the capacity of program and partners’ staff in relevant technical and management competencies. Communication (10%) * Support timely information sharing regarding IM challenges and needs * Conduct regular data review meetings with the partners * Coordinate closely with the MEAL/SMART team’s IM and T4P Manager to acquire all relevant and required support. Deputy Director Programs - Jordan 


Job Overview/Summary:The Deputy Director for Programs (DDP) plays a leading role in ensuring overall program quality and impact. The DDP also ensures that programs are evidence- and needs-driven, monitored closely and funded appropriately. Reporting to the Country Director, the DDP is a member of the Jordan Country Program Senior Management Team ( SMT) and supervises a team of technical, program and monitoring and evaluation coordinators.  
Key Responsibilities:Leadership and Representation:• Provide leadership and supervisory management of programs in Jordan, including mobilization and stewardship of resources, program quality and accountability and performance management.• Establish clear communications and direction for all program staff, including those working in the field locations.• Participate actively in country program management, coordination, and strategy meetings with other members of the senior management team.• Actively engage with donors, partner agencies, and the humanitarian Clusters to ensure IRC is strongly represented in coordination and advocacy efforts.• Actively liaise with IRC programs in the Middle East Region, the regional team and technical units to maximize synergies and application of best practice across the region.
Strategic Direction, Program Quality and Growth:• Provide cohesive leadership to IRC’s program teams in ordan, ensuring that priorities and opportunities identified are in line with and contribute to achievement of IRC’s objectives for the Middle East Region and the development and implementation of the Jordan Strategic Action Plan.• Provide guidance to the program team regarding tools and strategies to ensure that programming is based on input from communities, a thorough understanding of the context, and technical best practices. • Work with colleagues in country program, region and HQ to identify funding opportunities and develop competitive, responsive proposals that meet internal standards, apply IRC’s global strategy and are donor compliant; meet with donors to discuss current and potential funding opportunities.• Through the provision of leadership support to the in-country programming teams, and in close collaboration with the Finance Team and Grants Unit, develop evidence-based and cost-effective funding applications.• Work closely with field and operations teams, especially the Deputy Director of Operations to ensure that field activities are closely aligned with programmatic goals.• Ensures, through consultation with regional, country and operations leadership, that systems are regularly reviewed and in place to support strategic growth.• Remain abreast of ongoing humanitarian response and funding trends in the region and provide regular updates on these trends and analysis of how they may affect IRC programming.
Staff Performance Management, Learning and Development:• Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting quarterly performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.• Holds high-quality meetings with each direct report on a regular and predictable basis, at least bi-weekly.• Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths. • Promote and monitor staff care, well-being and self-care; approve and manage all time, attendance and leave requests to ensure adequate departmental coverage. • Look for opportunities to support staff in their career growth, where appropriate. Offer leadership support for successful adherence by staff to IRC’s country and Global HR Operating Policies and Procedures.• As part of succession plan and nationalization goals, identify, train and develop capability and capacity of a national staff to successfully transition role and responsibilities, by end of assignment.• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.• Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.• Work with HR staff to identify and implement recruitment and retention strategies.
Grant Monitoring & Partner Management:• Support Program Coordinators to develop, adapt and implement appropriate monitoring and evaluation systems that enhance program effectiveness and quality. • Working with the Program Coordinators, ensure appropriate and timely grant spending to achieve program goals, including procurement, use and distribution of supplies and resources.• Support the submission of timely, accurate and well-written donor reports and other reporting requirements.
