Position: Children’s Village Project Accountant

Location: Village

Direct Supervisor: CVP Director

Functional: Finance Diretcor

Position Summary:

The accountant supports the Program Director/FBC Coordinator/ Financial Controller in overseeing and controlling financial and administrative activities of all facilities in the location. He or she participates in planning and budgeting and supports facility heads in implementation, monitors cash flow to ensure that there is adequate funding of program activities. He or she is responsible for preparing financial statements and providing periodic reports to the program director, facility heads and Financial Controller. The Project Accountant reports to the Program Director/Village Director, in addition s/he liaises with the Head of Finance at National Office for any technical assistance s/he may require in order to perform his/her duties more effectively.

Detailed Description of Tasks:

1. Controls and coordinates financial activities in the location

a. Provides all facility heads with all the necessary financial information like approved budgets, monthly and quarterly financial statements, etc for good and effective financial management.

b. Prepares monthly cash flow forecasts and submits them to National office by the agreed deadline dates and follows them up to obtain timely feedback.

c. Monitors the cash flow by ensuring that the location bank account is not overdrawn and adequate funding for all program activities is maintained.

d. Implement financial and administrative policies as established by the national association and SOS Kinderdorf International.

e. Carry out cash counts for all project cash safes to ensure that project funds are kept and utilized according to set procedures.

f. Implements all accounting policies and procedures as set by public funders and ensures that all accounts and reports are prepared and submitted in time.

2. Supports the Programme Director

a. Guide and participate in the budget making process for all facilities and ensure that plans and budgets are in line with the NA strategic plan.

b. Prepare periodic updates to the Program director/ Village Director/Financial Controller on plans and budgets, facility expenditures and other project requirements to initiate timely decision making.

c. Keeps in close contact with facility heads to gain good knowledge of programs and support their needs in a timely manner.

d. Liaise with National office to acquaint with new developments in the National Association and facilitate their implementation at the location level.

3. Performs finance Tasks

a. Checks to ensure that all payments are authorized and relevant supporting documents are attached and that they are within the approved budget lines.

b. Payment vouchers and other accounting documents are properly described filed and stored safely.

c. Prepare monthly salary deductions and submit them to NO within the set time limits for salary calculations, Follows up with NO finance dept to obtain salary payment details for all staff in the location and provide them with pay slips ensuring that all related records handled/ kept with utmost confidentiality.

d. Monitors collection and control of revenues by ensuring that all cash and donations are receipted and banked in time, all revenues from projects are collected and properly recorded and fees reconciliations prepared at the end of every term.

e. Supervise the collection and preparation of monthly accountabilities from all facilities and ensure that they are submitted to NO with the agreed deadline dates.

4. Ensures that financial resources are used appropriately

a. Ensures that petty cash is available and its management is according to the set guidelines and cash counts are done from time to time.

b. Checks to confirm that procurement procedures are complied with in facilities and ensure value for money/cost saving approach as well as taking corrective action against managers who evade procurement guidelines.

c. Is responsible for registered inventory and asset count of the location.

d. Maintain a well up dated fixed asset register for the location by ensuring that all assets are properly labeled and recorded in the asset register.

e. Supervise the Inventory system in the location to ensure that all project property is recorded and entrusted to respective individuals/departments with no risk of loss.

f. Check facility stores to ensure that records are properly kept and all set procedures are maintained.

g. Is responsible for book keeping and registering all donations in kind.

h. Enter your location data into the Accounting software (Navision).

i. Prepare monthly bank reconciliation for all the bank accounts operated at your location.

j. Spear head the dissemination of all financial policies at the location and ensuring that staff are fully oriented in the finance policies.

5. Performance management

a. Guides finance staff in the annual objective setting in line with the department goals and objectives.

b. Support the Administrative assistant in managing a maintenance register to evaluate costs.

c. In conjunction with the administrator set clear schedules and guidelines for managing performance of service providers on quarterly basis and provide feedback to the program director and NO finance department.

6. Reports

a. In conjunction with national office, prepare monthly & quarterly financial statements and provide them to facility heads for easy monitoring, decision making and feedback.

b. Prepare specific reports for the program director for planning and monitoring e.g. key ratios, monthly expenditure reports etc.

c. Prepare quarterly budget and expenditure reports and submit them to NO with in the set deadline dates.

Must criteria

  • At least a BA degree in Finance or Accounting or related field.
  • At least 2 years of continuous work experience, including experience in NGOs.
  • Proven communication and organisational skills.
  • Excellent English and Arabic speaking and writing skills.
  • Identification with the values of the organisation/ association and willingness to contribute to its aims.
  • Hard-working, dedicated and able to work under pressure
