Technical Advisor (Surveillance Focal Point) Needed in Amman, Jordan & Rabat, Morocco

Background: The Technical Advisor/Surveillance Focal Point will provide technical oversight as part of a multi-country project to strengthen integrated surveillance for COVID-19 pandemic response and other respiratory disease threats under the leadership of the Principal Investigator/Senior Technical Advisor. The successful candidate will work with the project team, CDC, and regional partners to provide technical support to the Ministry of Health (MOH) to sustain and integrate ongoing surveillance for COVID-19 into sustainable systems for detecting and reporting emerging respiratory threats, in alignment with national and regional initiatives.

Place of Performance: Amman, Jordan and Rabat, Morocco

Schedule: Full-Time, Normal Work Hours, Weekend and Holiday work hours may be required (as needed)

Position Requirements:

  • Master’s degree in a relevant field plus a minimum 5 years of combined national and international experience, or M.D., Ph.D., or equivalent degree in a relevant field (e.g., epidemiology, infectious diseases, public health, bioinformatics) plus a minimum 2 years of professional experience.
  • Professional experience in the Middle East-North Africa region - knowledge and experience of surveillance, laboratory, and health systems in Jordan strongly preferred.
  • Demonstrated experience in epidemiology and surveillance of infectious diseases.
  • Knowledge and skills in the development, implementation, and evaluation of event-based surveillance and early warning systems for disease detection.
  • Theoretical and practical knowledge of and skills in communicable disease epidemiology.
  • Experience with creating and managing courses, webinars, and trainings and/or other educational platforms and learning management systems.
  • Excellent data management and web-based applications skills.
  • Ability to exercise tact, discretion, and mature judgement in interactions with diverse stakeholders.
  • Demonstrated ability to assess, analyze, synthesize, and provide recommendation on key managerial and technical issues.
  • Strong professional oral and writing skills, including the development of funding proposals, reports, oral presentations, and technical/persuasive documents.
  • Ability to develop trust and leverage communication among all stakeholders and collaborators.
  • Awareness, sensitivity, and understanding of cross‐cultural issues.
  • Demonstrated capacity to manage complex programs working with global project teams.
  • Ability to guide and motivate others.
  • Experience working as part of a team and independently.
  • Supervisory and/or team management experience.
  • Excellent and effective written and oral communication skills, including the ability to interact with a wide range of individuals from varied backgrounds at all levels within their organizations.
  • Strong diplomatic and negotiating skills.
  • Conceptual skills combined with the ability to take ambitious ideas and to break them into manageable, specific sets of objectives to plan and successfully implement creative new projects.
  • Experience managing grants or contracts with CDC, other US government funders, a plus.
  • Oral and written fluency in English and Arabic.
  • Willingness and ability to travel internationally and domestically as needed.
  • Legal authorization to work in Jordan.

Duties and Responsibilities may include but are not limited to the following:

The Technical Advisor will serve as an integral part of the anticipated CDC project and contribute to the technical strategic direction of the global health security capacity building efforts for targeted CDC partner countries. Major responsibilities include:

  • Serve as a technical resource to MOH and other national and regional partners to enhance country-level preparedness for detecting and reporting emerging respiratory disease threats.
  • Support MOH in development and implementation of plans to sustain enhanced COVID surveillance for ongoing pandemic response while transitioning to sustainable long-term approaches for integrated disease surveillance in alignment with national and regional plans.
  • Provide technical assistance to MOH and other key stakeholders to assess gaps, barriers, and opportunities to strengthen integrated surveillance for COVID-19 and other respiratory diseases.
  • Review, assess, and facilitate the development of policies, plans, and standard operating procedures.
  • Develop and implement training materials for surveillance, laboratory, and other technical personnel.
  • Design and oversee monitoring and evaluation strategies for both in-person and virtual training activities.
  • Collaborate with the Regional Laboratory Coordinator and other regional partners to strengthen regional coordination and communications.
