Description
The Monitoring, Evaluation and Learning (MEL) unit is embedded with the Research and Program Development Department at QRF, which undertakes programmatic and policy-oriented research to support the improvement of pre-tertiary learning outcomes in Jordan.
The MEL unit plans, develops, implements and adapts monitoring, evaluation and learning frameworks and plans for QRF programmes and projects to ensure objectives are met and projects’ successes and failures are captured for learning and decision making.
The MEL Officer will be involved in multiple monitoring and evaluation activities that includes designing, collecting, analyzing and utilizing data and information for increased knowledge and improved project management activities within the scope of QRF strategic objectives and interventions

Main Roles and Responsibilities:

Strategic Planning (Standard for all departments for Managerial levels only)

Contribute to the setting of the unit’s annual OKRs and link them with personal deliverables.
Contribute to the setting of the department’s annual budget and ensure that work is being executed according to the approved budget.
Contribute to the setting of the department’s operational Policies & Processes and ensure proper implementation of the same.
Prepare reports and documents as required by the direct manager.
Commit to the implementation of the personal learning and development plan agreed upon with the direct manager.
Technical Role

Support the development of the monitoring, evaluation and learning plans, including:

Learning questions
Evaluation frameworks
Adaptive management
Indicator reference sheets
Undertake quantitative and qualitative data cleaning, analysis, interpretation, and reporting.
Provide advice and guidance on ethical approaches to monitoring and evaluation activities and ensure  do no harm principles are followed
Undertake fieldwork and build the capacity of the field implementation team on M&E areas to ensure proper implementation of M&E activities and policies that align with QRF.
Ability to work with data collection platforms such as ONA, Kobo, Sogosurvey, Monkeysurvey etc...
Support the on-going development of M&E system and tools to enable all projects to collect, aggregate, disaggregate and support analysis of data, for improved implementation, learning and decision making
Provide training and support for project managers and stream leads
Support in the design and implementation of performance evaluations and assessment 
Assist in developing project specific monitoring and indicator tracking tools in consultation with program teams.
Assist in the planning and implementation of periodic learning exercises and data quality assessments including dissemination of findings and follow up of action points.
Provide technical advice on limiting data errors and collecting valid, reliable, accurate and timely data And Improve processes of data collection by streamlining data validation processes.
Provide insights and support the review of M&E deliverables submitted by third parties.
develop qualitative focus group discussion and key informant interview guides in collaboration with project
Ability to facilitate focus group discussions and key informant interviews
support the development of quarterly and annual progress reports in alignment with donor requirements, if  present, and in collaboration with implementation team, PMO, comms and senior management.
Support implementation team in conducting outreach and ensuring social inclusion practices are in place.
Ability to do sampling and ensure randomization and inclusion of target audience
Ability to target the population in alignment with project goals and donor requirements

Requirements
Job Qualifications

Education Level 

Bachelor’s degree in a relevant discipline (e.g. education, psychology, sociology, economics, or another social  science).
Master’s degree in a relevant discipline (e.g. education, psychology, sociology, economics, or another social science) would be preferred.
Years Of Experiences

Min of 3 years of experience in a relevant field.
Prior INGO experience is required. 
Monitoring and evaluative work experience in a relevant field: education, economic development, public policy,  research, consulting, etc.
Work experience in relevant fields: education, economic development, vocational training, advocacy and public  policy, research, consulting, etc.
Academic or professional experience in monitoring and evaluation with knowledge of the different forms and  challenges associated with evaluation models (e.g. Impact, Theory-Based, etc.)
Languages

Fluent in spoken and written Arabic
Proficiency in spoken and written English

Description
 

The Director is the chief person responsible for leading Edraak and working with the QRF CEO on managing Edraak’s overall operations, strategy and sustainability plan. They will drive sustainability and the successful delivery of committed projects. In this vein, they will work closely with QRF’s Fundraising team on grant opportunities, and when the opportunity arises explore other avenues for sustainability and revenue generation.

As the Edraak Director, the executive is in charge of managing critical functions at Edraak such as content creation operations, marketing and platform development and maintenance through designated and expert team members at QRF & Edraak. The director will be expected to represent Edraak at international and local functions and deputize for the QRF CEO in various instances related to Edraak.

Major Areas of Responsibility:

Business Operations: Run the day-to-day operations of Edraak:
Lead & manage the Edraak team with high morale aligned with QRF’s culture and values to ensure the successful delivery of committed projects through efficient cross-functional collaboration
Develop Edraak’s annual operational plan and content strategy following QRF’s OKR system and lead on their implementation and evaluation
Coordinate the development of key performance goals for functions and direct reports  and lead their evaluation
Ensure the overall delivery and quality of Edraak’s offerings to donors and customers
Manage resource allocation and operational costs based on Edraak’s annual budget
Deliver timely updates to QRF CEO, the QRF Board of Directors and other key stakeholders on Edraak’s performance and progress
Recruit and grow the Edraak team as needed
Strategy: Guide business strategy and sustainability efforts:
Guide strategic planning for Edraak and ensur the sustainability and growth of the platform
Lead Edraak’s positioning among donors and potential institutional funders in conjunction with QRF’s partnerships and fundraising team
Design programs and engineer partnerships that are aligned with donors and clients’ needs centered around the creation of clear philanthropic offerings

Requirements
Passion for education and ability to readily take ownership.
Passion and humbleness for learning and growth.
Comfort with ambiguity and startup environment.
Fluency in Arabic and English (required). A structured and strategic communicator.
Deep knowledge and experience in:

 Lead large donor funded projects
 Strategic planning and
 Customer development
 Business development
 Online and blended learning (strongly preferred)
Demonstrated ability to:

Achieve financial sustainability
Manage complex and multi-stakeholder projects
Lead and manage staff members
Business development, sales, and pitching large projects
