MEAL Officer (National)


The Opportunity
The MEAL Officer is responsible for providing support to the Syria Partnership Programme in the design and implementation of program monitoring and evaluation, humanitarian accountability, and ongoing learning. This role will be fully dedicated to Save the Children Syria Partnership Programme (SPP). The MEAL Officer is responsible for collecting project and program data from the partners according to the set M&E plans and processing the data collected into usable formats for analysis. The MEAL Officer will also facilitate implementation of the Accountability Framework, ensure that lessons learned are communicated to stakeholders, and assist with cross-sectoral coordination. The MEAL Officer will work with partners on training, mentoring and coaching, accordance with SCI standards, as well as SC value and principles, and to provide the highest quality programming to beneficiaries.
SCOPE OF ROLE: 
Reports to: Senior Program Manager
Location: Jordan, Amman
KEY AREAS OF RESPONSIBILITY:
Programme Support:
* Work with Programme Coordinator and Programme Implementation Manager to develop M&E plans and required tools, identify indicators and write logical frameworks for existing and new emergency programs and proposals
* In coordination with Programme Coordinator and Programme Implementation Manager, design baseline and end-line surveys, including developing TORs, identifying 3rd party monitors, coordinating data entry and analysis, and writing reports
* Support third party monitor consultants in the design of the tools required for the TPM's, review, edit and finalize reports with consultant teams. 
* Set up simple systems to manage information generated by MEAL activities, such as complaints databases. Conduct simple data analysis and present and disseminate information to inform programme management. 
* With support from the Programme Coordinator and Programme Implementation Manager, identify and implement a framework of tools and approaches to provide a comprehensive remote MEAL system.
* Support partners to implement accountability mechanisms at field level to be shared with partners, e.g. complaints and feedback response mechanisms -assessment, design, implementation, and review. 
* Support with Project kick-off meeting, project review meetings, close out meetings, etc.
* In coordination with Programme Coordinator and Programme Implementation Manager, develop all partners field monitoring tools. 


Monitoring, Evaluation and Reporting:
* Support on technical assessments in coordination with Save the Children thematic areas and external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children's needs.
* Develop program monitoring tools and work with the Program Team to monitor programming.
* Support programs in prepare timely programme reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements. 
* Support in the development of Program accountability mechanisms, ensuring that feedback is incorporated into programme design and learning disseminated to the wider sector. 

Capacity Building: 
* Identify learning and training opportunities for Partner MEAL staff and work as a mentor for less experienced staff. 
* Work with partner organisations to develop, and/or enhance MEAL systems and processes to meet SCI and donor requirements.
Conduct training and awareness raising activities for staff operations and programme technical staff at field level regarding MEAL priorities and quality standards.

QUALIFICATIONS AND EXPERIENCE
Essential
* Experience of 3-5 years working in humanitarian education programs 
* Education to BSc/BA/BEng level in a relevant subject or equivalent field 
* Significant experience of undertaking a MEAL related role in an humanitarian context, in Syrian context is a plus. 
* Previous experience of remote work with partners 
* Experience of, and commitment to working through systems of community participation and accountability
* Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
* Experience of training and capacity building 
* Knowledge of institutional donors and experience of reporting.
* Ability to write clear and well-argued assessment and project reports. A high level of written and spoken English 
* Politically and culturally sensitive with qualities of patience, tact and diplomacy
* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
* Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support
