Duties

The incumbent, under the general supervision of the Senior Maintenance Supervisor, Building Engineer Supervisor, Deputy Facility Manager (D/FM), and/or Facility Manager (FM), oversees the daily operation Mission mechanical and HVAC (Heating, Ventilation and Air Conditioning) systems, including the Embassy Office Building (EOB), New Office Annex (NOX), and Mission owned and leased properties and residences; manages the preventive routine maintenance program; performs troubleshooting repairs; and assigns tasks to 19 locally employed (LE) highly qualified technical staff.



Provides hands on guidance to subordinate staff for repairs on all equipment associated with mechanical/HVAC building engineering services. Schedules and inspects work in progress for all mechanical/HVAC building engineering services to include split residential AC systems and commercial HVAC systems, the chilled water plant which includes operation control systems, water treatment, chilled water supply system, cooling towers and pumps, air cooled chillers, air handling units, variable air volume systems, fan coil units, building automated control system.



Estimates maintenance costs and potential savings; formulates recommended mechanical projects and assists the FM and Mechanical Engineer with future project and annual budget projections. The Mechanical/HVAC Supervisor will serve as Government Technical Monitor (GTM) for selected Facility Management (FAC) Post-managed projects and Building Maintenance Expense (BME) contracts to include: inspecting construction; reviewing plans; recommending approval of shop drawings and submittals; maintaining a daily log of construction activities; developing change orders including preparing cost estimates; and other construction services as directed by the Senior Maintenance Supervisor.



The FAC Office is a 24/7 operation, and all personnel are required to be available after hours and weekends, as needed in emergency situations.

Qualifications and Evaluations

Requirements:

EXPERIENCE: A minimum eight years of progressively more responsible experience as a skilled technician in operation and maintenance of building engineering services with five years in large modern commercial building, at a manufacturing plant, major resort, hospital, office complex or a large university/school system managing a preventative maintenance program that incorporates and utilizes a Computerized Maintenance Management System (CMMS) to track scheduled and unscheduled maintenance requests and their related expenses.



A minimum of five years working as a project manager/ supervisor/foreman.



The incumbent’s work experience must demonstrate a progression of increased responsibility throughout their career, including management and supervisory duties leading a team of 15-21 subordinates.



Job Knowledge: Must know mechanical and HVAC theory, how to size mechanical equipment including air-conditioners, fan coil units, boilers, air handling units, pumps, water and hydronic piping systems, heat exchangers, and other associated mechanical equipment. Must know basic electrical theory, especially ohms law, in order to troubleshoot problems with mechanical system controls. Must know how to diagnose the root cause of a mechanical problem and what labor, materials, and equipment will be needed to facilitate the repairs. Must know how to work safely on mechanical equipment and components including the use of lock out/tag out safety measures. Must have knowledge of local mechanical/HVAC compan
