POSITION GENERAL INFORMATION

  • Position: Monitoring, Evaluation, Accountability, and Learning Manager (MEAL Manager)
  • Based in: Amman, with regular field travels within Jordan

Supervision

  • Under the direct supervision of:             Deputy Head of Mission
  • Direct management of:                          MEAL / AME Officers, and MEAL Assistant
  • Indirect management of:                        External evaluators and enumerators as necessary
  • Works in cooperation with:                     Programme teams

ABOUT PREMIERE URGENCE INTERNATIONALE (PUI)                        
Première Urgence Internationale (PUI) is a non-governmental international aid organization operating in more than 20 countries and relying on more than 30 years of experience in responding to the fundamental needs of crisis affected populations. Present in the Middle East since 1996, PUI conducts multi-sectoral humanitarian and resilience programming in Jordan, Syria, Lebanon, Iraq, Palestine and Yemen. PUI provides relief assistance (health and nutrition, water and sanitation, rehabilitation, food security and non-food item distribution, protection) and supports early recovery. PUI's actions are guided by principles of humanity, impartiality, independence, accountability, adaptability, transparency, cooperation and partnership, involvement, dialogue, initiative, and trust.
In Jordan, PUI has been responding since 2013 to the needs of most vulnerable populations affected by the Syria crisis in host communities. Through a community-based approach, the objectives of PUI in Jordan are the following:
  • Provide emergency/life-saving cash assistance to most vulnerable population to meet their basic needs
  • Improve access to services for most vulnerable populations in host communities
  • Support initiatives at community level to ensure social cohesion and economic empowerment opportunities for most vulnerable populations

OVERALL MISSION
General objective
The MEAL Manager is responsible for managing, strengthening and enforcing the Monitoring, Evaluation, Accountability, and Learning strategy across all PUI work in Jordan. This strategy includes ensuring programme quality, appropriateness, responsiveness, and effectiveness, in line with humanitarian standards, contractual obligations and other internal standards. The MEAL Manager also will support the Head of Programs in monitoring performance and ensuring that the PUI Programme teams have all the necessary information to lead on, and respond appropriately to, humanitarian efforts in Jordan.

As such, the MEAL Manager will lead and continually strengthen the establishment of a robust Monitoring and Evaluation system that facilitates sound data collection and management, beneficiary accountability, and continuous learning. This system (and the overall MEAL strategy) thus include innovative data collection, analysis and reporting, and timely follow-up, as well as the capitalization of learning and best practices – all in close collaboration with the PUI MEAL and Progamme teams as well as external stakeholders and other NGOs in Jordan.
The MEAL Manager will be based in the Amman office and will be required to travel regularly to our main areas of intervention which currently include the governorates of Amman, Zarqa, Madaba and Balqa (areas might change). The MEAL Manager reports directly to the Deputy Head of Mission (DHoM) and oversees the MEAL team, as well as works closely with the Programme teams.

Responsibilities and tasks
MAIN TASKS
Under the supervision of the DHoM, the MEAL Manager will be required to:
  1. Contribute to and implement the MEAL Strategy for the mission
  2. Contribute to program planning and assessments, and draft and follow-up M&E plans and tools, in line with the Project Cycle
  3. Carry out and supervise monitoring of all projects
  4. Design and carry out internal evaluations, and support in external evaluations
  5. Oversee and guide on accountability mechanisms and useful reporting
  6. Carry out and supervise quality Data Analysis and Reporting, in a timely manner
  7. Supervise and strengthen PUI databases and Information Management (IM)
  8. Manage the MEAL department and contribute to its capacity building and Learning

SPECIFIC TASKS
1.         MEAL STRATEGY
  Contribute to the design of the PUI MEAL Strategy for Jordan and ensure the implementation of the MEAL Protocols/SOPs, follow-up of the MEAL annual plan and all M&E systems and tools, meeting relevant national and international standards;
  Promote and strengthen understanding of the importance of MEAL and the MEAL strategy for the PUI mission, such as the role of the MEAL Department and use of M&E / IM systems;
  Attend PUI programme / coordination meetings, and external M&E coordination meetings as needed; and
  Maintain a ‘bank’ or storage of program indicators, MEAL documents, SOPs, tools, trends, reports, etc.
2.         PROGRAM PLANNING AND M&E PLANS
  Provide technical support to programme staff in project planning and development, such as in developing Logical Frameworks with SMART indicators, designing tools to regularly assess outputs and outcomes, and sharing reliable and accurate data;
  Design tools, conduct and oversee needs assessments, baseline surveys, KAP surveys, and impact studies (both for ongoing projects and for needs/vulnerability assessments and analyses outside the scope of ongoing projects), including data analysis and writing reports;
  Design Monitoring and Evaluation plans for each project, in close collaboration with other departments and partners, as relevant;
  Oversee MEAL department achievements and progress according to the M&E plans, contribute to problem-solving, and provide a monthly update of the M&E progress; and
  Develop and follow-up performance indicators that include the detailed methodology of data collection and analysis, persons in charge, means of verification, timeframe, etc., using reference to the project Log-frames.
3.         MONITORING
 Oversee and guide on the monthly analysis of monitoring indicators and trends, with actionable recommendations, and share findings with the programme teams on a continuous basis to inform operational and strategy decisions;
 Carry out and support MEAL staff in doing quality, in-depth analysis of monitoring data, and produce and supervise the production of quality reports;
  Design (test and code) M&E tools, such as surveys and focus group discussion and interview guides, and oversee all tool development;
  Carry out regular field monitoring visits, as needed to spot-check data quality, carry out MEAL activities, and launch new data collection tools, and provide constructive feedback to the teams; and
  Coordinate project monitoring with partners and other stakeholders, as relevant.

4.         EVALUATION
  Lead internal evaluations, including designing the methodology, tools, timeframe, question areas (or lines of enquiry), etc.;
  Carry out in-depth data analysis, and triangulate sources for data verification and strengthening, e.g. complement the research with secondary data and up-to-date literature;
  Write quality evaluation reports; and
  Coordinate and share input to external evaluations, when relevant, ensuring planning and available resources.

5.         ACCOUNTABILITY
  Oversee and improve accountability mechanisms for the mission, supporting humanitarian standards of beneficiary selection and engagement, such as the Core Humanitarian Standards, and supporting compliance of donor and PUI accountability standards, including Complaints and Feedback Mechanisms and beneficiary Hotlines; and
  Oversee and guide on monthly analysis of accountability indicators and trends, with actionable recommendations and timely follow-up.

6.         DATA ANALYSIS AND REPORTING
  Carry out, delegate and supervise quality data analysis, data interpretation and reporting (of quantitative and qualitative data), in a timely manner, verifying data and sources, identifying trends, issues, etc., and supporting MEAL staff in this task to facilitate real time decision-making for the mission;
  Write quality reports in English for internal and external use, as planned and requested, including relevant sections of donor and internal reports;
  Contribute to advocacy efforts at PUI by producing reliable (quantitative and qualitative) data and information, e.g. trends analyses, risk analyses, and reference to secondary data sources;
  Contribute to appropriate grant proposals by making available reliable and accurate quantitative and qualitative data, e.g. trends analyses, needs assessments analyses, etc., and by providing input to develop innovative proposals, activities and Log-frames;
  Verify the Project Management Tools on a monthly basis, and submit data monthly for project reporting; and
  Supervise error-free information / data management, which supports effective analysis and reporting methods.

7.         DATABASES AND IM
  Supervise MEAL databases and Information Management systems, not limited to Excel but including other database platforms, as relevant;
  Consider methods to strengthen existing databases and IM systems, e.g. such as supporting the establishment and management of database and IM solutions for the PUI mission;
  Supervise beneficiary selection processes;
  Review and spot-check datasets, and ensure that PUI staff are consistently meeting data quality standards; and
  Ensure confidentiality and efficiency in data management, to help improve analysis and, in general, PUI programming.

8.         MANAGEMENT, CAPACITY BUILDING AND LEARNING
  Team Management, including weekly meetings, and weekly and monthly update of GANTT Charts, work plans, planning and monitoring of the MEAL activities, etc.;
  Delegate tasks to the MEAL team, with hands-on support and follow-up, to improve their capacity and thus, the capacity of the mission’s MEAL Department;
  Train staff and skilled workers on data collection and data entry to ensure data quality and reliability, and overall provide technical support to programme teams on data collection, entry and management;
  Seek ways to continuously improve the capacity of the MEAL staff, the M&E system, and the database and IM systems, taking initiative to suggest new methods and to organize trainings;
  Contribute to organizational learning and capitalization of best practices through development and hosting of lessons learned workshops, such as during and after project implementation, and provide actionable recommendations;
  Oversee and improve, as necessary, all learning mechanisms and Standard Operating Procedures (SOPs) for the mission, ensuring regular capitalization, documentation and sharing of best practices, and strategic modifications when necessary; and
  Support the mission to develop evidence-based programming through regular MEAL activities, and identify and share strategic opportunities for monitoring, evaluation, studies, and learning.

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project and mission needs.

PROFILE
Required background, knowledge & skills:
  • Bachelor’s degree in Social Sciences, Management Information System and/or any other related fields (Master’s degree an asset)
  • Minimum 4 years in Monitoring and Evaluation for an NGO (national or international)
  • Minimum 2 years supervisory experience in a related post
  • Excellent analytical skills, knowledge of research, information management and analysis processes, and sound technical understanding of the Project Cycle Management and MEAL principles and approaches
  • Excellent English writing skills
  • Excellent written and verbal Arabic
  • Strong experience in Logical Frameworks and tool development for project monitoring and evaluation
  • Experience in dealing with various type of stakeholders (beneficiaries, CBOs, NGOs, local authorities, etc.)
  • Experience in maintaining databases / IM / knowledge management systems
  • Advanced skills in data management and analysis using Microsoft Excel and/or other software
  • Experience managing electronic data collection tools such as Kobo, ODK and CommCare
  • Strong organizational skills and attention to detail, with the ability to manage priorities, take initiative, meet multiple deadlines, and work without constant supervision
Salary Range including transportation: ( 1,529.10 JOD -    1,736.88 JOD )
Valid driving license

Desirable knowledge & skills:


  • Ability to independently conduct internal project evaluations
  • Ability to code tools, e.g. surveys into Kobo
  • Demonstrated experience with advanced statistical software, such as SPSS, inVivo, STATA, etc.
  • Demonstrated experience with advanced data management and data visualization software, such as PowerBI, SmartME, Tableau, Qlik, etc.
  • Knowledge of multi-sectoral, holistic and integrated programming approaches
  • Experience providing trainings and capacity-building sessions

  • Demonstrate a real commitment to programme quality and an understanding of community-based issues in Jordan
