1- Technical Advisor – Higher Education

The New Perspectives through Academic Education and Training for young Syrians and Jordanians” in Jordan is seeking a Technical Advisor – Higher Education - on full-time base employment.

A. Required qualifications, competencies and experience
Formal Education 
  • BA or masters/MA in Educational Sciences, Sociology, or any other field related to education.
Professional Experience:
  • At least 7 years of experience in the Education Sector, preferable Higher Education Experience. Good understanding of the functioning of Jordanian universities and higher education institutions.
  • Strong organizational and communication skills
  • Proven experience in management, coordination, and monitoring of projects, preferably in international development, and comfortable communicating at all levels
  • Experience in working with Jordanian public sector institutions is an asset
Other Knowledge, additional competencies:
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Fluent written and verbal knowledge of English and Arabic languages.
  • Good communicator, information provider, advisor
B. Responsibilities
The position holder is responsible for:
  • Liaising with higher education institutions and providing professional advisory services to Jordanian universities and other entities with regard to the integration of refugees in higher education, e.g. especially related to the topic of integration of refugees in diploma courses and strengthening the topic of counselling in selected universities
  • Preparing and monitoring of financial grants with Jordanian universities
  • Plan measurements of integration of Syrian refugees in higher education as well as improving the study conditions for all students
  • Monitoring of activities with universities as well as scholarship holders and evaluating the results
  • Coordinating activities with other donor organizations
  • Planning and organizing of events
  • Writing of reports about the project’s activities
  • Following up with short term consultants and support their missions and activities
  • Other relevant tasks and duties as required and agreed upon with the Project Manager
  • representing the interests and always acting on behalf of GIZ

The project “New Perspectives through Academic Education and Training for young Syrians and Jordanians” implemented by GIZ awarded scholarships for Master’s courses at Jordanian universities for Syrian refugees and disadvantaged young Jordanians. The project also aims to anchor the admission of refugees in the structures of Jordanian universities. Information about “Universities as humanitarian actors” is intended to promote the integration capacities of Jordanian universities and facilitate access to higher education for refugees.

2-  Administration Assistant

The Improved Learning Environments at Public Schools in Host Communities in Jordan” in Jordan is seeking an Administration Assistant - on a full time base employment.

A. Required qualifications, competences and experience
Formal Education:
  • University Degree in Business Administration or similar relevant field.
Professional Experience:

  • Experience in administration work in similar field or development organizations

3- Technical Advisor for the Preparation of the Third National Water Master Plan

The Management of Water resources project MWR” in Jordan is seeking a Technical Advisor for the Preparation of the Third National Water Master Plan - on a full time base employment.

A. Required qualifications, competences and experience
Formal Education:
  • M.Sc. in Water Resources Sciences, Hydrogeology, Civil Engineering with focus on water, Integrated Water Resources Management or related field
Professional Experience:
  • At least 7 years working experience in the field of water resources management
  • Profound practical experience related to the management of data for water resources management
  • Experience in advising and coaching change processes in the water sector
  • Profound practical experience in the preparation of complex maps with ArcGIS
  • Good knowledge of MS office applications
  • Work experience in and/or with government institutions, particularly in the Jordanian water sector is an asset
  • Work experience in development cooperation is desirable, working experience in or with GIZ or other donor organisations is an asset
Other knowledge, additional competences
  • Excellent knowledge of Arabic and English, both spoken and written;

B. Tasks:
  • Facilitate and actively contribute to the development of the Third National Water Master Plan (NWMP-3) in close cooperation with the Ministry of Water and Irrigation (MWI), the Water Authority of Jordan (WAJ), the Jordan Valley Authority (JVA) and external consultants
  • Advise the three partner institutions on processes required for the compilation of all related data for the NWMP-3 and actively contribute to their compilation by the project
  • Plan and manage all activities under the MWR component 1: Water Masterplan and WEAP, e.g. meetings, workshops, presentations, PR material, etc.
  • Develop recommended procedures for the preparation and later updates of the NWMP in close coordination with the three partner institutions and the component manager.
  • Provide advice on technical fields and methodology for the preparation and later updates of the NWMP
  • Supervise the external support provided by consultancy companies for additional studies related to the NWMP-3 and WEAP
  • Provide on-the-job training for counterpart staff related to the preparation of the NWMP-3
  • Liaise with other GIZ projects and projects of other donors to create synergies
  • Ensure regular monitoring and reporting of all related activities to the project and component management
  • Other relevant tasks and duties as required and agreed upon with the Project and Component Manager

We have been working in Jordan for over 40 years, and since 2001, water has been a priority in Jordanian-German cooperation. Jordan is one of the world’s most water-scarce countries. The available water resources – especially groundwater – have been heavily over-used for years. At the same time, the pressure on water resources continues to increase due to population growth, the impact of climate change and economic development. Despite these challenges, the government of Jordan provides almost universal access for drinking water and improved sanitation.
The project Management of Water Resources (MWR), implemented by GIZ jointly with MWI, seeks to support the Ministry of Water and Irrigation, the Water Authority of Jordan and the Jordan Valley Authority in improving their governance and planning processes. It focuses on strengthening the regulatory framework, private sector participation, water resources planning and irrigation management. Component 1 of the MWR project comprises the updating of the WEAP model and the preparation of the Third National Water Masterplan (NWMP-3). The NWMP-3 will facilitate the planning of all required investments in the Water Sector over the time horizon 2020-2040. During this project phase some key elements of the NWMP-3 will be compiled together with the partner institutions and related studies will be conducted by consultants.

B. Responsibilities
Admin Assistant for cluster coordinator office 
The position holder is responsible for:
  • Keeping records and organization of cluster coordinator meetings internally and externally.
  • Communicating with cluster team members for arranging relevant meetings with cluster coordinator
  • checks and prepares invoices related to cluster coordinator office for payments according to GIZ rules and regulations
  • Creates and maintains related filing system for all cluster coordinator office documents
  • Conduct necessary background research for meetings of cluster coordinator
  • Logistical support to cluster coordinator in terms of daily agenda, travel planning, settlements, etc..
  • Keeping and organizing required documentation for cluster coordinator

5-  Technical Advisor - Solid Waste Management

The Support to Solid Waste Management in Refugee-hosting Communities” in Jordan is seeking an Technical Advisor - Solid Waste Management - on a full time base employment.

  1. Responsibilities
The position holder will be responsible for:
  • Project outcomes related to waste management in the project partner municipalities Irbid and Mafraq.
  • Supports the project partner municipalities in the following areas: municipal waste management, optimization of waste collection, revenue and waste collection fees, maintenance of waste collection trucks, recycling and waste disposal.
  • Implementation of project activities
  • Procurements (price surveys, specifications, tender evaluation)
  • Reporting
  • Supports the planning, development and monitoring of project activities
  • Coordinates with all relevant actors (Municipalities, Ministries, NGOs, local communities, target groups)

About the Project:
Support to Solid Waste Management in Refugee-hosting Communities
The Project supports selected refugee-hosting communities to improve solid waste management and solid waste collection. These are the Municipalities of Greater Irbid, Mafraq and Ramtha in the North Region and the Municipality of Karak in the South Region. The Project’s main fields of activity are (I) Capacity development for the partner municipalities in waste management, financial and operational planning as well as training for technical staff to maintain and repair waste collection vehicles, (II) Strengthening of intermunicipal cooperation to improve waste collection services, (III) Support to the municipal service centers for vehicle maintenance and repair (including procurement of equipment) and (IV) Support to the Ministry of Municipal Affairs (MoMA) in building capacities to advice the local governments in waste management and to implement the National Strategy for Solid Waste Management. The Project cooperates closely with other GIZ waste projects in Jordan as well as with national and international implementing organizations and donors, particularly with the European Union.  The project also supports the partner organization MoMA in its task of coordinating relief projects in Jordan at the community level.
Results so far:
  • The waste collection in the partner communities has improved visibly. Transport capacities are increased and collection routes are optimized. A new fee system for commercial waste has been established
  • The workshop for waste collection vehicles in Irbid has improved its capacities, operational readiness of waste collection vehicles has increased.
  • MoMA has established a Waste Management Department
