  • Provide strategic direction and quality assurance to country programme management from design to implementation against corporate and regional priorities and ensure complementarities and synergies across country programmes. Oversee, lead and guide the Policy and Programme Advisors teams based at the Hub and the Sub-Regional Facility for Syria (3RP) Team in the identification of approaches and implementation modalities to leverage the programmatic performance in the region and achieve development targets, identifying deficiencies and strengthening programme and operational support to COs.
  • Oversee the monitoring and assessment of programmes and projects and of thematic strategies, working closely with concerned units within the Regional Hub and policy units at corporate level, to inform and strengthen the Bureau’s agenda and develop a joint portfolio of available knowledge and resources.
  • Ensure systematic liaison and information sharing with other Central Bureaus units, for continued alignment of country programmes with corporate strategies and policies. Lead continued analysis of inter-country and region-wide aggregate results to inform new initiatives and to strengthen quality assurance.
  • Coordinate the development of mainstreaming methodologies and innovative approaches with the Regional Programme Team and the relevant thematic units in BPPS and CB (GPN) in order to integrate risk reduction, conflict prevention, gender and other key areas relevant to the region’s programming strategies.
  • Oversee and coordinate the development effectiveness support of the Regional Hub to the Country Offices including the partnerships and communication, management services, innovation and digital solutions.
  • In coordination with the Hub Manager, Regional Programme Coordinator and Managers of other units, supervise the planning of support to COs based on their Annual Integrated Work Plans (IWPs), country focused discussions and ad hoc request received from COs. S/he will be the focal point for CO support requests and will be in charge of analyzing the demand and deciding with the team on the most optimal, timely and efficient way of providing the support.
  • Ensures an inclusive planning and response process for COs support, involving the various units at the Hub (Policy and Program teams, Regional Program, Operations and development effectiveness teams), RBAS Desk at HQ and other relevant central bureaus.
  • Develop a planning and monitoring system and process that ensures capturing of COs support priorities and be in charge also quality assurance and documenting of support lessons learned and good practices, using available corporate tools and adjusting them to the needs of the Region.
  • Provide direct supervision, strategic guidance and oversee the overall management of the CO Support including human resources and financial management, to ensure adherence to policies and procedures and the accountability framework.
  • Prepare the Regional Hub annual work plans and set objectives, performance measurements, standards and expected results in collaboration and discussion with the Regional Hub teams.
  • Guide the preparation of and approve budget proposal for financial, human and other required resources to ensure the division operates efficiently. Decide on the optimum and appropriate allocation and management of resources.
  • Supervise and assess work in progress to ensure delivery of results according to performance standards, overall objectives and accountability framework. Provide intellectual leadership and technical guidance and timely take decisions to meet objectives.
  • Promote teamwork to facilitate harmonization, linkages, collaboration and synergy in order to ensure that staff members are provided sufficient information, guidance and support to perform and deliver results according to organizational and professional standards of efficiency, accountability and integrity.
Knowledge management, innovation and representation:
  • Promote effective interface and information sharing between the Regional Bureau and COs by establishing mechanisms and tools to facilitate fluent interaction and best practices analysis and dissemination.
  • Oversee the prioritization and quality assurance of knowledge generation related to programme performance and evaluation as well as management and dissemination activities of the Regional Hub.
  • In coordination with the Regional Hub Manager, represent the Hub in regional foras and key advocacy platforms.

  • Ability to prepare quality briefs and/or speeches
  • Knowledge of the UN System and ability to apply to strategic and/or practical situation

Education: 
  • Advanced university degree (Master’s or equivalent) in economics, business administration, social sciences or related development disciplines.
Experience: 
  • Over 15 years of extensive and progressive development experience that combines intellectual, strategic and managerial leadership in aid development cooperation at the international level, preferably in developing countries within the UN system, Agencies, Funds or Programs or UN Missions.
  • Specific work experience in managing a country office as well as work experience in the region is required.
  • Experience in HQ will be an asset.
Language Requirements: 
  • Fluency in English, both written and oral. Working knowledge of Arabic or French will be desirable.
