Vacancy Announcement
The Korea International Cooperation Agency (KOICA) has been conducting a number of development projects in order to support socio-economic development and welfare condition of Jordan. Development projects, which integrates the dispatch of experts, invitational training, the provision of equipment, and construction of infrastructure are the main form of KOICA’s assistance.
KOICA places special attention on areas where Korea’s expertise can be reflected to the Jordanian partners. These areas include: education and vocational training, health, water, energy, and governance. Throughout the cycle of project development, planning, execution and evaluation, KOICA adopts a comprehensive approach to allow for the systematic implementation of the project.
KOICA Jordan Office is seeking applications from highly qualified Jordanian candidates to provide assistance services under its programmes.
Position Title:            Construction Program Officer / KOICA Project Programme
Opening date:            January 15, 2020 (Wednesday)
Closing Date:             January 21, 2020 (Tuesday) 00:00 
Length of service:     12 months (renewable on Apr. 1, 2019)
Probation period:       3 months
Starting date:              Mid-February
Position Location:      Amman / Jordan
Qualifications:           Minimum 3 years of experience in a relevant position.
Working hours:         40 hours/week from 8:00 – 16:00 (including 1-hour lunch break)
Salary:                        US$ 1,000 to 1,500 (decided based on the qualifications of the candidate)
Benefits:                     Annual Bonus, Retirement Payment, and Health Insurance will be provided.


The Construction Program Officer is expected to carry out the following tasks: 
  • Support the Country Director, Deputy Country Director and Construction Manager to coordinate and administrate the projects implementation and ensure procedural efficiency.
  • Manage, schedule and coordinate meetings with concerned parties.
  • Facilitate field visits and interviews.
  • Provide interpretations when required. (Arabic – English) (English – Arabic)
  • Submit meeting reports after each meeting or visitation.
  • Translate documents and data when needed. (Arabic – English) (English – Arabic)
  • Facilitate the procurement process to procure services, works and goods under KOICA projects.
  • Perform, within the specific program, field inspections of building projects under construction to determine compliance with plans, specifications, construction contracts, architectural contracts, and all other contract documents.
  • Monitor construction to make sure that work is being completed according to schedule; recommends action, as necessary, to bring about adherence to schedule.
  • Provide apt assistance to KOICA on the bidding process for selecting design/consultant/contracting companies, or to procure equipment.
  • Provide technical inputs to the formulation of bidding documents and deliver clarification to bidders on technical issues during the bidding process.
  • Facilitate the tendering process through listing interested companies, their information and track the documents they submit.
  • Manage the bid explanation and clarify any possible miscommunication.
  • Manage the technical evaluation by bringing the necessary documents and equipment, providing a detailed explanation for the technical committee, briefing the presenters prior to their presentations, arranging the entrance and exit of presenters, and ensuring that presentations are held in a timely manner.
  • Attend the price opening, and clarify if any miscommunication occurs.
  • Coordinate with the awarded company to carry out the remaining procedures needed for the contract signing, and inform the concerned ministry/department of the awarded bidder.
Administrative & Miscellaneous measures
  • Document events by taking photos, creating SNS posts and documenting related press release.
  • Regularly update the office contact lists.
  • Create official letters.
  • Communicate and coordinate with concerned project partners in the government and the private sectors.
  • Etc.
Qualifications
  • Minimum 3 years of experience of working at an international organisation that implements development projects in Jordan in a relevant position.
  • Must hold a degree in Engineering, preferably Architecture or Civil Engineering.
  • Excellent English proficiency.
  • Knowledge and experience in procurement
  • Must be able to develop and maintain effective working relationships with governmental partners, project stakeholders and other relevant development agencies.
  • Excellent verbal communication and writing skills in English and Arabic.
  • Exceptional organizational skills and attention to details.
  • Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment.
  • Basic social media skills.
  • Possess strong work ethics and the ability to work well independently and as part of a team
  • Proficiency in (MS Word, MS Excel, MS Power Point, AutoCAD, and Revit).
  • Be open to travel for one day or more to different cities in Jordan.
