Administration Team Leader-Internals Only


The role of the Administration Team Leader is to lead and manage the Admin team including Admin Officer-Translator, Admin Assistant and service staff (office cleaners). The Administration Team Leader’s role is to support the effective administration of NRC premises (offices and guest houses) and other admin matters. The Administration Team Leader reports to the Head of Support.
1.  Roles and Responsibilities
The following is a brief description of the role.
Generic responsibilities 
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  • Ensures compliance with NRC (global and national) policies and procedures, handbooks and guidelines and/or proposes new initiatives to bridge gaps and implements these.
  • Develops with the assigned team, quarterly activity plans and/or feeds in the quarterly team activity plan with technical experience and knowledge.
  • Provides direction, assigns tasks and gives instructions to staff, specifies their individual work plans and evaluates individual team member’s performance.
  • Monitors the progress of the team activities and ensures they are implemented conform planning, quality guidelines, budget and (donor) guidelines.
  • Implements complex systems and procedures conform NRC policies, SOP's and handbooks.
  • Provides qualitative and quantitative analysis over team activities, signals trends and patterns compiles one team report.
  • Liaises and collaborates with relevant local authorities and/or stakeholders.

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.
  • General office administration management and implementing of office policies
  • Ensuring NRC offices and accommodation protocols are adhered to
  • Ensure that administration archives are in use and maintained according to the NRC regulations (both hard and soft copies)
  • Liaising with relevant authorities in consultation with HR Manager and Head of Support
  • Managing of processes for visas, work permits and residencies for international staff and visitors
  • Managing of minor maintenance for the Amman office including office equipment/furniture as agreed with procurement department
  • Ensure adequate supply of stationery and office supplies; managing of the reception
  • Responsible for the organization of international travel arrangements
  • Overall responsibility to ensure NRC visitors and consultants travel, accommodation and administration needs are met including transportation to and from the airport
  • Managing of translation services of official documents on request
  • Supervision and management of service staff
  • Maintaining of the guesthouses, guesthouse equipment and supplies
  • Responsible for the liaison with landlords on matters related to the lease agreements of international staff accommodation and offices
  • Responsible for review and tracking of international staff bills related to utilities covered by NRC

Critical Interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • All international staff
  • All support departments, especially Finance, Logistics and HR
  • NRC management (Coordinators and Project Managers)
  • Relevant authorities, ministries, NRC laywers, etc

Staff: up to 6 direct reports (out of which 4 are service staff)
Stakeholders: Suppliers
Budgets: Nil
Information: Nil
Legal or Compliance: Various NRC policies and SOPs
Generic professional competencies for this position:

  • Experience from working in Admin
  • Experience from working in a humanitarian/recovery context preferable
  • Documented results related to the position’s responsibilities
  • Very good knowledge of English, written and spoken 
Context/specific skills, knowledge and experience:
Qualification requirement: Bachelor’s Degree
Years of Experience: 2 minimum
• Intermediate computer skills in Microsoft Office (MS Excel, Word, and Outlook)
• Strong communication and interpersonal skills
• Service minded, with strong organisational and planning skills
• Good cultural awareness and sensitivity
• Highly approachable, trustworthy and confidential
• Good diplomacy and negotiating skills
• Excellent writing skills in Arabic
• Attention to details, problem solving skill, excellent time management and team management skills
