BACKGROUND
Beginning in September 2016, the CITIES Project is a 5-year project funded by the United States Agency for International Development (USAID) and implemented by Chemonics International. A key objective of the project is to make local governance more effective in Jordan and to do so as part of the transformation of local government within the context of decentralization. In support of His Majesty King Abdallah II comments on the 27th of January 2005, “…political development should start at the grassroots level, and then move up to decision-making centers and not vice versa”. The project, through an integrated approach across technical activities, provides direct technical assistance to implement innovative and sustainable solutions to improve service delivery, capacities, citizen-government engagement, and community cohesion in Jordan’s municipalities and governorates, and in coordination with the Ministry of Local Administration (MOLA). The project’s sustainable results and impact are reliant on efficient, effective, and close coordination with its Jordanian stakeholders and beneficiaries, USAID, other implementing partners, as well as programs supported by other donors working in support of the Hashemite Kingdom of Jordan.
INDICATIVE RESPONSIBILITIES OF THE POSITION
USAID CITIES will issue a Request for Proposals (RFP) for partner municipalities in Jordan. In coordination with CITIES’ team, the consultant will conduct a comprehensive analysis and review for the technical parts of the RFPs that meet the criteria of the needed design, participate in a field visit to the proposed locations with the offerors, participate in the evaluation process and participate in the reviewing and accepting the deliverables.
PRINCIPLE SERVICES AND RESPONSIBILITIES
The overall objective of this assignment is as following:
- Conduct a comprehensive analysis and review for the technical parts of the RFPs
- Provide answers for the clarification questions received from the interested offerors
- Participate in a field visit to the location with the offerors
- Evaluate the received technical offers and designs
- Participate in the kick-off meeting
- Reviewing and evaluating the deliverables accordingly
- Any other related task, as required

DELIVERABLES
- Reviewing the RFP (2-3 Days)
- Answering the clarification question from the interested offerors – if needed (2 Days)
- Participating in a field visit to the location (1 Day)
- Participating in the evaluation process (3-5 Days)
- Participating in kick-off meeting (1 Day)
- Reviewing, evaluating and accepting the RFP deliverables (4 deliverables) (10-12 Days)
QUALIFICATIONS AND KEY COMPETENCIES
- Good working knowledge in written and spoken English.
- Fluency in written and spoken Arabic.
- Excellent communication, negotiation and writing skills.
EXPERIENCE AND EDUCATION
- B.A. in architectural Engineering
- Minimum 10 years of relevant experience in architect and building designs
LOCATION OF ASSIGNMNET
The Services shall be performed at such locations as agreed upon between the parties from time-to-time, where the location of a particular task is not so specified, at such locations as Chemonics may specify.
If the Consultant enters Chemonics premises, he/she must respect Chemonics workplace policies and procedures. If the Consultant does not know these, the Consultant must make all reasonable enquiries in order to become so informed.
The implementation of the preparations and training will be based in Amman and in the Governorates and in the selected training venues.
