Food Security and Livelihoods Officer

Essential Job Responsibilities

Sub grants implementation 
  • Focal point in supporting partners ti design and set up of FSL subwards/projects
  • Ensyre that the partners projects targers aare met accordingly to the implementation work plan. This incudes being responsible for the quality of the periodical reports, updates and  grants tracking system by ensuring that subawards records are kept up to date
  • Closely follow the implementation of partner activities from the design phase trogh to implamantation and close out
  • Coordinate internally with Partnership Senior Officer, finance, compliance, humanitarian acess and program development teams, ensuring consistent approach to project design implementation and close out
  • Maintain well organized and consistent filling system and tracking system for all project documentation and information
  • Supervise monitoring activities to assess the quality and effectiveness of projects. Provide follow up recommendation and solutions where there are problems in implementation
  • Help design project frameworks/objectives with local partners/NGOs and ensure tahta ther projects are meeting Mercy Corps set criteria  and standarts
  • Organize and participate in the facilitation of meetings/workshops/trainings to help increase the capacity of staff and implementing partners in planning and implementation of food security and livelihood program
  • Support local pratners troughout project life cycle and respond to their requests
  • Keep day to daywith all contextual changes and the impact on current future projects
  • Assist in any other task or duty assigned by the supervisor

Coordination and Representation
  • Conduct themselves both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission or put the team, assets and mission at risk. 
  • Participate in and support internal office coordination and planning meetings and workshops.
  • Provide support to the design and development of new proposals where requested.
  • As required by the supervisor, represent Mercy Corps at cluster meetings, or other coordination fora/meetings.

Accountability to Stakeholders: 
  • Ensure that beneficiary communities are adequately informed about programs, are aware of their entitlements, are comfortable to give feedback and that feedback is used to improve the quality of our programs.
  • Integrate M&E and accountability systems that are compliant with HAP international benchmarks, SPHERE and other relevant standards, as well as to Mercy Corps’ and Donors’ requirements. 
  • Help with the implementation of a Community Accountability and Response Mechanism
  • Ensure all activities are gender-sensitive and follow Mercy Corps’ Gender Equity Policy.
  • Apply to Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission or put the team, assets and mission at risk. 
Other:
  • Participate in and support internal office coordination and planning meetings and workshops.
  • Assist in any other task or duty assigned by the supervisor.

Influence & Representation 
  • Identify, build and manage collaborative partnerships with sub-grantees, donors, local governments and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.

Security 
  • Ensure compliance with security procedures and policies as determined by country leadership..

Organizational Learning  
  • As part of Mercy Corps’ commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve - we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.  Take the initiative to find the required training/on-line learning needed to improve his/her professional performance.  
Accountability to Beneficiaries 
  • Mercy Corps team members are expected to support all efforts toward accountability, specifically
    to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
  • Team members are expected to conduct themselves professionally and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Supervisory Responsibility: Livelihoods Assistant(s).

Reports Directly To Food Security and Livelihood Program Manager based in Amman
Works Directly With All Mercy Corps support departments; Mercy Corps Syria Food Security and Livelihoods Technical Advisor; MEAL department; grants department, and staff from partner(s) organizations

Knowledge and Experience

  • University Degree relating to development work, economic development/livelihood or agriculture,
  • At least 3 years’ experience working in a non-governmental organization (NGO) focused on humanitarian assistance, relief or development work; experience with cash transfer programming a plus
  • Arabic and English language written and spoken is essential, with professional-level fluency in English required
  • Demonstrated expertise in implementation os humanitarian projects focusing on food security and livelihoods program, agriculture, business development, microcredit, value chain or related field
  • Demonstrated direct experience with project design and implementation, monitoring and evaluation and donor reporting for humanitarian programming,
  • Experience in remote control working environment
  • Experince in partnerships with local CBOs, CSOs, or other NGOs
  • Experience in implementing, designing or monitoring cash or livelihoods programmes;
  • Experience with emergency market mapping, value chain analysis, food security and livelihoods needs assessments and other relevant market assessment tools is preferred;
  • Strong data management abilities;
  • Demonstrated ability to collaborate closely with a broad range of stakeholders in different geographic locations, experience with remote control and management;
  • Proven capacity to work cooperatively with colleagues from other departments in a team environment, and to engage with and lead a diverse group of people;
  • Good organizational skills and basic project amanagemnt skills
  • Understanding of participatory methodologies for project design, implementation and evaluation preferred;
  • Active knowledge of humanitarian standards and codes, including SPHERE, HAP is an asset;
  • Familiarity with the MS Office software (i.e. Word, Excel, and PowerPoint) is required;
  • Knowledge of the Syrian conflict context a plus;

تعتبر اللغة العربية والإنجليزية كتابة ومحادثة أمرًا ضروريًا ، مع إتقان اللغة الإنجليزية على المستوى المهني

أثبتت الخبرة في تنفيذ المشاريع الإنسانية في نظام التشغيل التي تركز على برنامج الأمن الغذائي وسبل العيش أو الزراعة أو تطوير الأعمال أو الائتمان الصغير أو سلسلة القيمة أو المجال ذي الصلة

أظهرت خبرة مباشرة في تصميم المشروع وتنفيذه ، والرصد والتقييم ، وتقديم تقارير المانحين للبرامج الإنسانية ،

خبرة في بيئة عمل التحكم عن بعد

خبرة في شراكات مع منظمات المجتمع المحلي أو منظمات المجتمع المدني أو المنظمات غير الحكومية الأخرى

خبرة في تنفيذ أو تصميم أو مراقبة برامج النقد أو سبل العيش ؛

يفضل الخبرة في رسم خرائط السوق في حالات الطوارئ ، وتحليل سلسلة القيمة ، وتقييم احتياجات الأمن الغذائي وسبل العيش وغيرها من أدوات تقييم السوق ذات الصلة ؛

قدرات إدارة البيانات القوية ؛

أظهر القدرة على التعاون الوثيق مع مجموعة واسعة من أصحاب المصلحة في مواقع جغرافية مختلفة ، والخبرة في التحكم عن بعد والإدارة ؛

قدرة مثبتة على العمل بشكل تعاوني مع الزملاء من الأقسام الأخرى في بيئة الفريق ، والمشاركة مع مجموعة متنوعة من الأشخاص وقيادتها ؛

مهارات تنظيمية جيدة ومهارات أساسية لإدارة المشروع

يفضل فهم المنهجيات التشاركية لتصميم المشروع وتنفيذه وتقييمه ؛

المعرفة النشطة للمعايير والقواعد الإنسانية ، بما في ذلك SPHERE ، HAP هو أحد الأصول ؛

مطلوب الإلمام ببرنامج MS Office (مثل Word و Excel و PowerPoint) ؛

معرفة سياق الصراع السوري زائد ؛


Success Factors

The successful candidate will have proven experience working effectively in humanitarian programming. An interest in and commitment to growing and enhancing impactful programming is essential. S/he will have effective verbal and written communication, as well as multi-tasking, organizational, and prioritization skills. S/he will have demonstrated attention to detail, ability to follow procedures and work independently and cooperatively with team members. S/he should have excellent coordination skills.
