1- Monitoring and Evaluation Officer

Job Function/ Description:
  • Develop and strengthen monitoring, inspection and evaluation procedures.
  • Monitors HBB assessment in coordination with JPL staff and CBOs and other donor requests
  • Assists Senior Program Specialist and Project Officers with grants verification and quality assurance for HBBs
  • Assist in preparing and analyze progress reports, provide regular feedback and M&E findings to staff and implementing partners
  • Assist in identifying strengths and weaknesses in existing data collection and management systems and propose solutions
  • Ensure that donor queries are addressed in an accurate and timely manner
  • Work closely with Program Director, Senior Programs Specialist, Reporting/Programs officer to contribute to the development of assessment reports, Standard Operating Procedures (SOPs), internal weekly reports for the CBP and JPL teams, and other ad-hoc requests based on need. 
  • Develop and manage M&E system/tools to effectively capture and report on all project deliverables.
  • Create evaluation frameworks including specific methodologies to conduct project evaluations, and assessments.
  • Develop M&E tools usable to conduct assessments and surveys for current and future projects with clear indicators of the progress of project implementation.
  • Design of data collection, reporting tools, and questionnaires
  • Devise and put in place, additional methods for verifying program activities – by visits, spot checks, follow-up with beneficiaries, pictures, etc.
  • Deliver M&E training and technical assistance to staff and volunteers to ensure the quality of their reporting.
  • Provide technical advice to the program staff based on the indicators and reports collected for sustainability and right course of action.
  • Work closely with key technical and program staff to ensure that all activities and outputs are linked to objectives as indicated in the proposals and projects.
  • Conduct frequent field visits to program sites for monitoring and tracking of program activities.
  • Compile weekly, monthly, quarterly, and periodic reports and contribute to proposal development.
  • Support all components with developing and improving daily reports and other required tracking tools for effective reporting and M&E.
  • Any Other duties assigned by the senior staff.
Required Education & Experience: 
  • Bachelor degree in relevant field. Masters preferred.
  • Three to six years’ experience with USAID, UN, or other international funded programs.
  • Three years’ experience in Monitoring and Evaluation.
 Skills Required: 
  • Analytical mind and attention to details.
  • Self-motivated, task-oriented, and able to work in a team.
  • Fluency in English and Arabic.
  • Strong data collection, analysis, and report writing skills required and previous experience in reporting, M&E, and development.
  • Working knowledge of ODK, C-MORE, and RAIS systems
  • Familiarity with UNHCR policies and experience with UNHCR administrative procedures
  • Ability to work under pressure and with minimal supervision. Demonstrated record three years professional work experience in camp management, community mobilization and distributions in a leadership position, and a solid understanding of camp dynamics.
  • Prior experience working in host communities and camps. Prior experience with refugee population in Jordan.
  • A proven self-motivated individual capable of working with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult and stressful conditions

2- Project Officer

Job Function/ Description:
The Project Officer will be responsible in providing programmatic support to the Senior Programs Specialist (SPS) through field and technical work to achieve all objectives of the JLP.
  • Assist the SPS on daily tasks necessary to achieve programmatic goals through the completion, follow-up and delegation of tasks to CBO representatives and volunteers
  • Conduct routine field visits for programmatic support to 5 CBOs to verify deliverables by meeting with CBO representatives, HBB owners, and  attending activities and events for monitoring and support purposes
  • Accurately maintain detailed records, generating reports, and multitasking within fast-paced atmospheres.
  • Coordinate with the M&E team in regards to program indicators, impact, and quality assurance and ensuring feedback is incorporated into program design
  • Completes grants verification and follow-up in support of the SPS
  • Coordinate regularly with the CBO representatives who will implement trainings and activities through BLUMONT and the JPL consortium
  • Provide oversight and support to CBOs in all aspects of program implementation, including monitoring progress toward deliverables, providing necessary reporting and documentation, and adherence to BLUMONT policies and procedures.
  • Support SPS during planning and direct implementation of program activities by organizing, designing, and supporting activities
  • Support to HBBs during municipality onsite inspections for licensing and approval
  • Oversee the quality of program outputs/outcomes and ensure compliance throughout implementation
  • Ensure timely and high quality internal and external reporting
  • Assist on the reporting of the program activities on daily, weekly, quarterly and yearly basis.
  • Other tasks assigned by the SPS and Programs Director
Required Education & Experience:
  • Bachelor's degree (BA) such as, international development, economics or any other related field.
  • Minimum of 3 years’ experience in similar position.
  • Familiarity with UNHCR policies and experience with UNHCR administrative procedures
  • Ability to work under pressure and with minimal supervision. Demonstrated record three years professional work experience in camp management, community mobilization and distributions in a leadership position, and a solid understanding of camp dynamics.
  • Prior experience working in host communities and Camps. Prior experience with refugee population in Jordan.
  • A proven self-motivated individual capable of working with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult and stressful conditions
 Skills Required:
  • Fluency in English and Arabic is required (spoken and written).
  • Competence with MS Office applications, including Word, Excel.
  • Knowledge of program evaluation and communicating impact.
  • Proven ability to efficiently and effectively handle multiple tasks at the same time.
  • Detail oriented.
  • Self-confident.
  • Willing to learn.
  • Able to manage a team of volunteers.
  • Effective team member.
  • Basic M&E skills.
