Livelihood Officer -RYSE

The Resilient Youth-Socially and Economically Empowered (RYSE) program will implement a flagship model in which youth, governments, private sector companies, investors and civil society organizations educate and empower youth to become positive change agents and leaders. Under the RYSE Objective 2, the Danish Refugee Council, Jordan River Foundation and Mercy Corps will implement a Graduation Approach program that will run for 18-24-month targeting youth between the ages of 18 – 30 to address vulnerability from a holistic perspective, including protection and legal concerns around work and labour rights, access to financial instruments, psychosocial well-being, and market-driven technical skills training. The household-level interventions will be combined with an intensive, multi-dimensional economic agenda targeting youth members of the household, providing a comprehensive framework to ensure youth are economically empowered and can effectively integrate into the Jordanian economy.

DRC Jordan is looking for a qualified individual to fill the role of Livelihoods Officer who will work both with Syrian refugee and vulnerable Jordanians to provide group-based training and mentorship services as part of a holistic support model, known as the graduation approach, that will focus on developing resilient and economically engaged youth. The Livelihoods Officer will be responsible for providing group-based training on topics including financial literacy, mobile wallets, entrepreneurship, preparation for the workplace, etc. The goal of the Livelihoods Officer is to build the self-reliance capacity of the household. He/She will work with the selected/ targeted households with a range of vulnerabilities including extreme poverty, disabilities, gender perceptions, household and social barriers for participation in the labour force. The Livelihood Officer must possess characteristics necessary to provide strong mentorship, including skills on listening, questioning and reflecting. Livelihood Officers should have strong knowledge of the local context and the right cultural, economic and geographic awareness. Finally, The Livelihood Officer will work closely with the Livelihoods Mentors and Family Mentors and coordinate accordingly on areas related to RYSE different interventions and ensure coherence in the delivery of program interventions.

About The Job

The individual will report directly to Base Manager. Your main duties and responsibilities will be:

General Position Responsibilities
  • Conduct group-based training sessions with groups of around 8 households according to the graduation curriculum. The Officer will be expected to conduct around 10 sessions every two weeks, with each session being between 1.5 to 2 hours.
  • Have a strong knowledge of the local context and the cultural norms, support families that are experiencing difficulties due to cases of extreme poverty, job-less, injury, or other life-changing situations.
  • Engage members of the household to explain the program interventions and goals in detail. 
  • Utilize the project conducted market assessment to support participants in the development of a career plan . 
  • Facilitate community groups and meetings on foundation al livelihoods training courses 
  • Facilitate the selection process of participants , and the distribution of livelihood support grants to applicants. t hen to follow up on the grants utilization and home-based or micro-business status.

Field support to Graduation Mentors 
  • Gap fill for Livelihood and Family Mentors and conduct home visits with participant households. Home visits should reinforce key topics that include critical soft skills, financial literacy, positive savings behavior , positive health-seeking behaviour , and equitable gender norms life skills 

Data Collection, Monitoring And Reporting Responsibilities
  • Support in data collection, monitoring, and evaluation efforts in coordination with MEAL units; especially on areas related to income and employment, training, debt, saving
  • Co-coordinate any related field activity; the launch of assessments, key informant interviews, and focus group discussions on livelihoods, in addition to informing the said activities by providing input based on locations and sectors.
  • Coordinate with the broader technical unit in Jordan to share best practices and lessons learned,

About You

Bachelor’s degree in a relevant area (e.g. economics, development studies, Business, IT)

Required / Desirable
  • At least two years of =experience in the direct provision of beneficiary training on livelihoods topics and group counselling to vulnerable groups, including refugees a plus.
  • Previous relevant experience in social work is an advantage
  • Knowledge of employment challenges in Jordan including barriers to employment for women and youth.
  • Experience with youth-based programming, especially with vulnerable youth including refugee youth a plus
  • Excellent communication and reporting skills
  • Commit to attending all the training and meetings required by RYSE project
  • Respectful of others and their perspectives
  • Comfortable speaking in a group and interacting with others
  • Excellent listener with a desire to expand their knowledge and skills.
  • Able to use their personal experience constructively and able to see beyond their own experience.
  • Able to see the long-term impact and maintain a positive attitude.
  • Ability to work collaboratively with other and services providers
  • Excellent interpersonal skills and ability to foster communication and negotiation among local stakeholders
  • High integrity and willingness to conduct her/himself transparently and open to constructive feedback
  • Genuine care and respect for needs of others, particularly vulnerable populations
  • Committed to working according to protection principles. 
  • Arabic (fluent) with excellent verbal communication skills. 
  • English (good) in written and spoken
