Junior Project Finance Officer - محاسبموظف تمويل مشروع مبتدئ

The “Labour Market Oriented Vocational Education, Higher Education and Training MOVE-HET” Project in Jordan is seeking for a “Junior Project Finance Officer” - on a full-time base employment as per below job profile.

Job Profile

Required qualifications, competences and experience

Formal Education

  • University Degree in Finance, Accounting, Business Administration or similar relevant field.

Professional Experience 

  • At least 3 years professional experience in a comparable position
  • Experience in Financial and administration work in similar field or development organizations

Other knowledge, additional competences

Excellent English and Arabic language knowledge, writing and communicating

  • In-depth understanding of financial planning and accounting
  • Broad experience of administration
  • Experience in dealing with governmental/public institutions
  • Experience and ability to cope with dynamic situation of cooperation system in development field
  • Experience and ability to deal with unexpected challenges
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)

Responsibilities

The position holder is responsible for:

Smooth functioning of financial administration, such as recording of cash book, invoice/receipts preparation and registration, financial administration in line with GIZ standard procedures.

  • Effective coordination with the project colleagues and the Departments of GIZ Office
  • Smooth and professional provision of financial services to the project correctly according to GIZ Financial and Accounting Guidelines
  • Handling the Cash and bank flow using GIZ related financial software
  • Bank reconciliation and invoice checking 
  • Monitor and follow up of car log book according to GIZ rules
  • Support in keeping  the leave records and monitor the calculation of leave requests of national staff according to GIZ standards
  • Support in financial monitoring according to needs
  • Organizing of meeting and events 
  • Keeping Inventory according to GIZ Rules and Regulations
  • Handling procurement of goods up to EUR 2500 in accordance with GIZ guidelines
  • Handling procurement of services up to EUR 2500 in accordance with GIZ guidelines

In this context, the position holder fulfils the following tasks:

Tasks

Administration and office coordination

The position holder:

  • organises administrative and logistical aspects activities (internal meetings, workshops, flight reservation, information trips, etc.)
  • organises information materials
  • organises logistics for missions and visitors of the project: draw up travel schedules/visit schedules, accommodation and transportation
  • prepares and participates in internal and external (team) meetings
  • monitors the availability of stocks and consumables, updates and tracks inventory lists
  • monitors and assures proper IT performance and follows up with IT specialist and vendors to update and maintain project systems
  • handles filing of documents in paper files and electronically as per GIZ rules and regulations using the related systems

 

Financial Administration

The position holder:

  • coaches partners and consultants on appropriate handling of GIZ financial requirements
  • handles payments according to GIZ rules and regulations up to set value limit using GIZ software
  • checks and prepares invoices for payments according to GIZ and EU rules and regulations
  • prepares and verifies vouchers in line with the GIZ standard procedures
  • monitors cashboxes and safe contents and keeps lists updated
  • monitors bank accounts’ operations and regular bank reconciliation
  • prepares project vouchers according to GIZ Rules and Regulations and internal control manual using the GIZ standard winpaccs bank and cash systemsrevises the classification and completeness of all vouchers/receipts for related projects
  • prepares for regular project bookkeeping sessions with the finance department at GIZ Office
  • follows up monthly and reports on receivables, unsettled item and advances registered in projects’ bookkeeping journals
  • prepares for internal control sessions conducted by GIZ Office Amman, GIZ HQ Audit Unit, EU audits and other related external audits
  • follows up on recommendations of internal control reports (and monthly error sheets produced by the GIZ Office
  • maintains related filing for financial section and keeps information confidential considering GIZ Rules and Regulations, EU regulations,  and  internal control manual
  • follows up on payment schedules according to project plan and priorities
  • keeps and continuously updates the project inventory list according to GIZ rules and regulations

Procurement/Logistics Management: 

The position holder

  • handles procurement of goods up to certain value  in accordance with GIZ guidelines in coordination with project team (preparing for tendering,  purchase orders etc..)
  • handles procurement of services (contracts) up to certain value limit in accordance with GIZ guidelines in coordination with programme advisor (preparation of consulting contracts, service providers agreements, etc…)
  • organizes events, seminars, workshops and handles all related logistics and financial processes.

Other duties/additional tasks

The position holder

  • regularly checks  the changes in GIZ Orientation and  Regulations Tool (O+R) in relation to field of work
  • performs other relevant duties and tasks at the request of direct superior

Background

A well-performing, high-quality, equitable and stable TVET system needs an adequate number of well-trained teachers and trainers, supported by an efficient administration. GIZ seeks to improve TVET trainers’ subject knowledge and teaching skills and advise the partners on how to acquire specialist knowledge, skills and management expertise.

To recognize and celebrate the outcome of the fruitful cooperation between the Ministry of Labour and the German Agency for International Cooperation (GIZ) and on behalf of The German Federal Ministry of Economic Cooperation and Development BMZ, GIZ has launched the project “Labour Market Oriented Vocational Education, Higher Education and Training MOVE-HET”.

The Labour Market Oriented Vocational Education, Higher Education and Training - “MOVE-HET” Project has an overarching goal of aligning TVET and Higher Education programs with labour market needs to improve employability. It aims toward strengthening employment orientation of TVET and higher education by promoting workplace-learning programs in TVET and applied academic programmes and supports the implementation of dual studies in cooperation with the German Jordanian University. MOVE-HET project supports and encourages the involvement of the private sector in TVET by supporting the establishment of National Sector Skills Councils which are putting the labour market in the driver seat and the establishment of Centers of Excellence which are viewed as a best practice cooperation between private sector and TVET providers. Moreover, it supports the implementation of the National Qualifications Framework and the concept of permeability between different educational and training streams. MOVE-HET also coordinates between all relevant ministries and institutions to enhance the social perception of TVET within the Jordanian society.

One of the project components ‚ “The Skilling for Increased Economic Participation of Youths” compnent focuses on providing the Jordanian youth with the skills that enable them to meet employer demands in the field of ICT, thus increasing their employability and potential for economic participation. This is particularly relevant in the context of Jordan’s high unemployment rates and the systemic mismatch between labour market demand and supply. The Skilling for Increased Economic Participation of Youths component aims to improve youth prospects by bridging the gap between the labour market demand and the outputs of training and education providers in the ICT sector. By adopting a multi-stakeholder approach, the project will help tailor, certify, and institutionalize trainings to the needs of different industrial and business sectors, thus instilling change at the macro, meso, and micro levels.

The current difficult economic situation and prevalent youth unemployment correlates to the loss of sustainable prospects and limited socio-economic contributions, thus leading to growing frustrations amongst youths for being incapable of securing a future. The project, in an effort to improve future youth prospects, supports their skilling and integration into the labour market. To this end, the project will provide youth with labour market-oriented ICT training courses, as well as labour market entry skills trainings to enhance their employability and improve their employment prospects.
