 Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.  

Organizational Context and Scope

Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Programme Coordinator and Liaison Officer, the successful candidate will be responsible for directly managing the Migration Management Unit and act as the project manager of the various areas of work, including Integrated and Humanitarian Border Management, Labour Mobility and Human Development, Counter Trafficking and any other related activities.  

Core Functions / Responsibilities:

1. Manage the activities of various projects under the Migration Management Unit in the mission in a  timely  manner,  providing  administrative, financial and technical oversight in line with IOM’s policies and practices, as well as donor requirements. These projects include counter trafficking, humanitarian and integrated border management, Assisted Voluntary Return from Jordan, Labour Mobility and Human Development as well as direct assistance to migrants within the response to COVID-19 pandemic.

2. Supervise the Migration Management officers and staff and  any consultants  recruited under any of the areas mentioned above to  support  and/or  undertake  specific activities, including timely completion of Staff Evaluation System (SES).

3. Ensure staff under the projects complies with regulations on issues related to the implementation.

4. Provide monthly updates to the COM and Program Coordination Unit on the progress of implementation of the projects, meetings and discussion with the Government counterparts, and any new ideas and potential interventions in the country.

5. Monitor and analyze local priorities, policies and agreements that might affect the mission’s work, strategy or future funding.

6. Ensure IOM Jordan compliance with reporting and other contractual requirements by various donors as well as quality control and close follow up on all activities implemented under the unit.

7. Undertake duty travel in relation to the response and the work of IOM Jordan in general.

8. Supervise preparation of reports, briefings, background information, narrative and statistical reporting as necessary and required.

9. Provide briefings and presentations to various audiences as needed.

10. Make regular field visits to assess the needs and adjust accordingly.

11. Assist in the Missions general Monitoring and Evaluation.

12. Arrange internal meetings, retreats and unit staff trainings as needed.

13. Undertake duty travel as necessary.

14. Perform such other duties as may be assigned  

Required Qualifications and Experience
Education & Experience

  •  Master’s degree in Political Science, International Relations, Law, Business Administration, or a related field from an accredited academic institution with two (2) years of relevant experience; OR
  • University degree in the above fields with four (4) years of relevant professional experience.
  •  Experience in project management, implementation and reporting.
  •  Experience in management of units.
  • Experience in managing units, supervising staff and leading on project implementation.

Skills:

• Ability to work effectively with government counterparts and UN agencies;
• Knowledge and understanding of migration issues;
• Good analytical and organizational skills.

  Languages  

Fluency in English language and Arabic language is required (oral and written).

3. Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures. 6. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.

7. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.

8. Organize and attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums

9. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents

10. Supervise and provide training and technical guidance to project staff.

11. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.

12. Assist in the Mission’s general Monitoring and Evaluation, upcoming issues, COVID-19 response as well as internal governance progress.

13. Undertake duty travel as necessary.

14. Perform such other duties as may be assigned

Required Qualifications and Experience 

Education & Experience

  • Master’s degree in Political Science, International Relations, Law, Business Administration, or a related field from an accredited academic institution; OR
